Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position is in the Department of Health’s Budget and is responsible for the preparation, defense and monitoring of the Department’s Budget and fiscal operations. Major duties include: • Provide technical and analytical support for the preparation and administration of the Department’s Budget. • Monitor, analyze, develop budgetary recommendations on fiscal and budgetary operations which includes federal, state and augmenting revenue sources. • Regularly perform projections for revenue and expenditures to ensure adequate funding and spending authority is available. • Provide guidance and fiscal oversight to program office staff on implementation and administration of Federal, State and other funds. • Prepare Budget submissions. • Review program office’s operational and fiscal analysis of draft legislation. • Review program office documents with fiscal implications for budgetary accuracy and appropriate cost distribution. • Provide information to supervisor (Assistant Director) to assist in the Department’s response to legislative inquiries. • Establish work schedules and supervise technical/analytical training for assigned analysts. • Provide fiscal support for Department initiatives. • Monitor accounting and internal controls and provide recommendations for improved or additional fiscal procedures to supervisor. • Provide support to the director and assistant director on compilation of monthly and quarterly fiscal reports. • Serve as liaison and fiscal advisor for office or bureau staff as assigned. • Participate in meetings and discussions with Department and/or Federal officials on fiscal issues. • Interact with the Governor's Budget Office and Comptroller’s Office, as necessary, on issues relating to Departmental appropriations and fiscal administration. • Prepare fiscal and statistical data, analyses, and reports in preparation for the Department's annual Budget Request, legislative budget hearing materials as well as in response to fiscal issues/questions from the Governor's Budget Office and General Assembly. • Participate in continuous and annual updates to fiscal desk reference manual, bulletins, trainings, procedures, and cross-training manuals. • Work on special fiscal projects, as assigned. • Lead in the closing of accounts for the fiscal year. • Utilize available computer software packages to perform job functions, where applicable. • Perform related duties as required. |
