Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the examination and processing of Personal Income Tax returns and Property Tax/Rent Rebate claims in accordance with state tax laws, rules, and regulations, to identify returns/claims for identity theft and fraudulent submission of returns/claims.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Learns how to examine and process PIT returns and PTRR claims, which have failed or suspended for review in the Pennsylvania Tax Hub (PaTH).

Learns how to examine and mathematically verify schedules for correctness and completeness and verifies that the correct amounts were entered on the corresponding lines on the tax return and claim forms.

Learns how to examine information on all returns, claims and supporting schedules for accuracy according to Pennsylvania State tax laws, rules, regulations, policies and procedures.

Learns how to make determinations and properly adjust returns and claims as to the allowance or disallowance of expenses, special credits, tax forgiveness and other deductions reported by a taxpayer or claimant.

Learns how to examine PIT returns and PTRR claims for potential risks of fraudulent activity and/or identity theft.

Learns how to utilize various Revenue systems such as Bridges and the W2/1099 repository within the PaTH system to verify the accuracy of information reported by the taxpayer and/or claimants.

Learns how to makes determinations, based on the review of filing history and other data collected, if information filed on PIT returns and PTRR claims is fraudulent.

Learns how to initiate contact with taxpayers by phone or computer-generated and manual letters when an identity theft case is opened, the taxpayer needs to be advised that fraudulent activity was found on their account or when the taxpayer is required to submit documents or validate their identity by taking the Identity Validation Quiz or entering an ID Validation PIN code on myPATH to have their return processed.

Learns how to initiate transfer transactions for PIT and PTRR to transfer payments, claims, returns, and accounts when determined that fraudulent activity has occurred. This could be transfer items from year to the next or to different account all together.

Learns how to review historical data of fraudulent PIT returns and PTRR claims to look for fraudulent patterns and schemes being used to file for fraudulent refunds and rebates.
Makes suggestions for rules changes or special review requests based on those findings.

Learns how to receive taxpayer correspondence and highly confidential documentation submitted and reviews them for accuracy of content and if those confidential documents can properly validate a taxpayer’s identity.

Learns how to attach all correspondence and highly confidential documentation to the taxpayer’s account making sure to follow all the proper procedures.

Learns how to assist other divisions in the bureau with identity theft correspondence, certain audit programs, and forwarding requests to resolve Property Tax/Rent Rebate claims affected by identity theft.

Learns how to receive calls from taxpayers, CPA’s, attorneys, paid preparers and taxpayer representatives concerning identity theft, identity validation, refund tax and property tax/rent rebate fraud.

Learns how to assists taxpayers with completing the Identity Validation Quiz and entering the ID Validation PIN code on the myPATH web portal.

Learns how to complete special projects as assigned by the supervisor.
