Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position performs a variety of activities to support the implementation of the Long-Term Care (LTC) Ombudsman Program as required by state and federal law. A major component of this work is to serve as the training coordinator for all trainings within the Ombudsman Program, provide oversight of all information items included in the Program’s newsletters, training manual revisions, annual conference, ombudsman publications and provide support services to the regional ombudsman specialists.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Review and comment on federal and state laws, including regulations and policies impacting long-term care issues and the Ombudsman Program in the Commonwealth.

Provide technical assistance and support to regional ombudsmen specialists to create/update existing training modules based on feedback from the local programs.

Provide monitoring of local program training status, statewide trainings, and national trainings.

Receive and process feedback brought to the attention of the Ombudsman’s Office related to current trainings and for future trainings to be conducted.

Coordinate the development and revisions of the statewide curriculum for ombudsmen training sessions to include but not limited to: Certification Training, Pennsylvania Empowered Expert Residents (PEER), webinars and the annual enrichment conference. This includes the development of topics, speakers and assistance in the planning of meetings and events.

Assist in the implementation of the statewide PEER Program, and provide support for the statewide expansion to include conducting training sessions, participating in the quarterly planning meetings throughout the state and developing recommendations for expansion to additional sites, including tracking of all activities in the database system.

Coordinate the training calendars to ensure adequate training is provided to local programs as requested.

Coordinate and monitor certification and re-certification of local ombudsmen and volunteers. This includes providing support on the management of the Ombudsman badge process to ensure all ombudsmen are state certified to represent the Ombudsman Office.

In coordination with the supervisor and the Communications Office, participate in the design and writing of public education materials relating to the Ombudsman Program and ensure all materials are posted on the Department web site.

Represent the Ombudsman Office at advocacy and regulatory agency meetings, other committees, workgroups, and taskforces concerning the Ombudsman Program. Fulfill speaking requests for other governmental agencies, professional organizations and the general public as assigned by supervisor.

Perform other related duties as assigned.

This position is responsible for interpreting and deciding the appropriate application of policy for ombudsman services and long-term care services impacting consumers receiving aging services. This is in coordination with the regional ombudsman specialists to ensure all policies and procedures are being provided in the training provided.

Experience:

Experience in developing, conducting and coordinating trainings is essential to this position.

The candidate cannot be employed within the last 12 months at a long-term care facility as this is a conflict of interest for this program both at the state and federal levels.
