Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is one of the Emergency Management Specialists assigned to the Planning Division; Bureau of Planning, Training, and Exercise. Duties include the development of strategies, goals, and objectives that will formulate plans for PEMA, statewide emergency management, homeland security, and emergency preparedness. The incumbent will assist with the identification and implementation of strategic goals and objectives that will overall maintain and sustain core capabilities within the mission areas of prevention, protection, mitigation, response, and recovery. This position will provide support and disseminate necessary information and materials regarding emergency management to other state agencies, Urban Area Security Initiatives (UASIs), regional task forces, 67 counties, and other stakeholders as directed. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as an operational planner, working on the development and updating of various agency plans and supporting documents. Develops plans and policy recommendations based on agency business requirements. Assists in Continuity of Operations (COOP) planning for the Bureau of Planning, Training, and Exercise. Assists with the updating of the Commonwealth Emergency Operations Plan (CEOP) annually, including the Emergency Support Function (ESF) and incident specific annexes. Serves as the PEMA liaison to assigned ESFs. Identify plans that should be in place within PEMA and identify which Bureau should be responsible for creating, maintaining, and implementing those plans. Maintains and builds public and private partnerships on strategies, initiatives, and action plan items that support the Agency's all hazards emergency management and homeland security initiatives. Works to integrate plans, ensure updates and maintenance planning requirements are adhered to, and strives to leverage grant funding initiatives. Conducts or participates in Workshops with other state agencies and community entities to maintain up-to-date ESF annexes which support the Pennsylvania Response Incident Support Manual (PRISM) approach to incident response. Responsible for collection and analysis of statistical data for studies of management and operational programs, policies and procedures to determine cost efficiency, corrective action and compliance with goals and objectives associated with various planning mechanisms. Interprets legislation, administrative orders, policies and procedures to ensure the agency is in compliance. Makes recommendations and suggests alternatives for proper course of actions. Assists with the implementation of applicable Homeland Security Presidential Directives. Provides trainings and workshops to PEMA staff on planning efforts, including Commonwealth Response Coordination Center (CRCC)-related training. Maintains superior working knowledge of federal, state, and local emergency management and homeland security organizational, structures, missions, programs, and relationships. Researches and prepares position papers for the Planning Division Administrator, Bureau Director, and other senior PEMA staff as directed. Attends state agency meetings, conferences, trainings, and workgroup meetings as directed by PEMA management. Attends meetings, seminars and conferences and completes directed training for professional development, and as required under the PEMA Qualification System. Serves on various planning working groups as required. Responsible for completing mandatory FEMA Independent Study Courses and industry standard certifications as relevant to the position as requested/required (will be identified in individual training plan after hire): o IS-100 Introduction to ICS o IS-700 Introduction to N IMS o IS-800 National Response Framework o IS 2200 - Basic EOC Functions (online) Certain positions require certification in the FEMA Professional Development Series (PDS) or the Emergency Management Professionals Program (EMPP) Basic Academy courses, within six months of hire (or in the case of the Basic Academy, the next available application period). Performs other related duties as assigned. A person in this position may be eligible for telework after onboarding period and demonstrated familiarity with/ understanding of their position. NOTATION OF SCHEDULE During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. EMERGENCY ASSIGNMENT This employee is an Essential Worker. Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time. This position performs operational assignments as required during actual emergencies. Position may serve in the CRCC and must be available to work outside of the normal work hours, to include weekends and overnights, when activated. Operate a motor vehicle to travel to various field sites and emergency/disaster locations. |

Work is performed independently and reviewed by a supervisor through meetings and an evaluation of work products and reports. The overarching expectation is that the person selected for this position will be accountable for decisions. All decisions made will reflect the mission and vision of the Pennsylvania Emergency Management Agency and will be guided by established plans, policies, procedures, and other guidance documents. |
