Position Purpose:

An employee in this class supervises the daily activities of Oil and Gas Inspectors responsible for oversight of the Southwest District Oil & Gas Operations IIJA Well Plugging Program.

An employee in this class will also be expected to conduct and assist in field inspections of oil and gas wells during the drilling, production, alteration, inactive and plugging phases of the wells life.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervising the daily activities of employees to ensure that assigned goals and objectives are being met; interpreting assignments, rules, regulations, policies and procedures for employees; evaluating employee performance; interviewing and recommending employee selections; receiving and resolving grievances and complaints and approving leave requests; and evaluating employee training needs. Assure that employees follow correct safe work practices.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

Coordinate with Central Office on IIJA funded abandoned well plugging jobs.

Provide future well plugging projects for the Central Office Spending Plan as needed (county, municipality, no. of wells, total cost, and justification).

Coordinate and participate in pre-bid meetings and pre-mobilization conferences, as needed.

Ensures contractors carry out plugging of the well in accordance with statutes, regulations, and the Departmental policies by conducting inspections. Inspection reports are completed and entered into eFACTS. Conduct a final inspection and sends the report to Central Office.

Provide technical assistance to industry, public officials and the public on oil and gas related issues.

Complete and file reports on weekly, monthly or quarterly basis as required, including CATS, automotive reports, expense vouchers and activities reports. Maintain files in an organized and usable manner. Maintain inventories of equipment. Prepare correspondence necessary for the performance of duties.

Develop compliance strategies to deal with specific cases. Assist in the preparation of documents such as: administrative orders, consent orders and agreements, settlement letters, violation notices and summary criminal complaints.

Work also involves establishing priorities for the enforcement of cases and assisting subordinates in the documentation and follow up enforcement of cases.

Work includes providing advice and guidance to subordinates, oil and gas operators, well drillers, geologists, engineers, land developers and landowners regarding proper methods of drilling, casing, operating and plugging of wells and the proper interpretation of oil and gas laws, rules, regulations, policies and procedures.

Work is assigned in the form of program goals and objectives and the employee exercises considerable freedom in planning, scheduling, and assigning the work. Work is reviewed upon completion by the Professional Geologist Manager through reports and conferences for attainment of goals and objectives, completeness, technical accuracy, and quality.

Ability to assist your team and District teams' by conducting field inspections of oil and gas wells during inactive and plugging phases of the well's life. This includes wells in coal and non-coal areas, conservation wells and gas storage reservoirs. Inspections are conducted to determine compliance with applicable laws and regulations, determine if permits have expired and that wells are being drilled at the site indicated by the plat map. Inspections may include investigation of spills and releases of gas. Permits, maps, well records, files and the rules and regulations are consulted to determine compliance. Samples and data are gathered as needed to determine compliance. Photographs and videos are taken as needed to document conditions found on site. Inspection reports are completed and filed to record the results of the inspection. Inspection results are input into the eFACTS system. Copies of inspection reports are sent to the operator. Follow-up activities are conducted as necessary to assure compliance.

Respond to and attempt to resolve complaints concerning oil and gas activities relating to health and safety of the public, environmental concerns, site reclamation, abandoned wells, violations of the rules and regulations and other concerns. Investigate ownership of wells. Investigate wells identified as orphan wells. Recommend abandoned wells to the IIJA fund. These activities are accomplished through field inspections, telephone communication and meetings. Results are documented in writing and complainant is kept informed of results. Input investigation results into the complaint tracking and eFACTS systems. Act as the first level in determining if an emergency exists.

Inform operators of problems and violations of the Rules and Regulations, initiate compliance activities, recommend means to resolve violations, write notices of violation, help draft orders, penalties and citations. Track progress of corrective actions by field inspections and reviewing information sent to inspector. Provide testimony in hearings and trials. Consult with other staff in preparation of compliance actions.

Verifies well plugging contractor is on schedule for all active well plugging contracts. Ensure the contractor is submitting required information to the OGI's.

Operate and maintain various instruments to conduct field measurements. Maintain and use personal safety equipment.

Keeps current on all new drilling and plugging techniques and attends training as requested to be a regional expert on Marcellus Drilling and Completion.

Travel in accordance with Commonwealth policy and a possess a valid PA Driver's License are required for this position.

Work is generally assigned by the Environmental Group Manager or equivalent in accordance with commitment requirements of the IIJA program. Work review is continuous. This work is reviewed upon completion of the assignment. Routine problems are resolved through interpretation of applicable guidelines, policies and regulations. Non-routine issues are discussed with the higher authorities if necessary. Performance evaluations are a continuing process which is summarized in a progress review and annual evaluation.
