The duties of the Oil and Gas Inspector are to conduct monitoring and compliance activities and various reviews, for an assigned geographic area, to administer Act 214, the "Coal and Gas Resource Coordination Act", Act 13 of 2012, and 223, the "Oil and Gas Act", and Act 359, the "Oil and Gas Conservation Law", and Chapters 78, 79, and 80 of the Rules and Regulations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position will be required to perform the following job duties: I. Conduct inspections of oil and gas wells during drilling, production, alteration, and plugging phases. This includes inspections of wells in coal and non-coal areas, including conservation wells and gas storage reservoirs. On-site inspections are conducted to determine compliance with applicable laws and regulations. Permits, maps, well logs, handbooks and other files are consulted. Results are recorded and follow-up activities are conducted as necessary to assure compliance. II. Conduct gas storage reservoir maintenance inspections, usually in the company of industry personnel to determine safety conditions and the integrity of the storage wells. This includes review records of pressures, maintenance of equipment, and physical condition of gas storage wells and other non-storage wells in the reservoir protection area. Pressure measuring and recording equipment provided by the operator are used to assure that storage pressures are within allowable limits. Results of the inspection are written in a report and submitted to the operator. Follow-up inspections are conducted to assure that problems are corrected. III. Respond to complaints concerning oil and gas activities relating to environmental concerns, site reclamation, abandoned wells and other concerns. This is accomplished through telephone communications, field inspections or attendance at meetings. Results are documented in writing. Provide technical assistance to industry, public officials and the public on oil and gas related issues. IV. Complete and file reports on weekly, monthly or quarterly basis as required, including AMIS, automotive reports, expense vouchers and activities reports. Maintain files in an organized and usable manner. Maintain inventories of equipment. Prepare correspondence necessary for the performance of duties. V. Initiate compliance actions to resolve violations. This includes the use of administrative, criminal and civil actions. Provide testimony in hearings and trials. Consult with other technical and legal staff in the preparation of compliance actions. VI. Review and approve alternate methods, well records and plugging certificates. Review and recommend action on requests for inactive status, waivers, variances and exceptions. These are accomplished through the use of regulations, files, maps, handbooks and on-site investigations. Approvals are given to operators and recommendations are made to the regional Technical Services Section. VII. Operate a motor vehicle to various locations throughout the commonwealth. VIII. Promotes the Department’s mission and inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
