Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position supervises a group of Legal Assistant 2’s in the Western sector and is responsible for ensuring UC appeals work in the Western sector is being completed correctly, timely, and in accordance with UC law and UCBR regulations. This position provides administrative support to the Western Sector Program Manager ensuring reports are completed and submitted timely; reassigns work to other Referees within the office and the sector when necessary; reassigns UC appeals work to other legal assistants and offices in the sector when necessary; and arranges for assistance from offices in other sectors when necessary. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, organizes and supervises the work of several Legal Assistant 2’s responsible for supporting Referee staff in the processing of UC appeals involving varied and complicated legal issues. Monitors the flow of work, assigns duties to employees on a daily basis, and ensures work is completed rapidly in an orderly manner. Participates in the review and processing of legal documents, organization of case files, scheduling of hearings, transcribing of decisions, public contact work, and general office work. Work is done in accordance with UC laws and regulations, UCBR procedures, and UCBR and Commonwealth Court decisions. Works with the Western sector Management Technician to provide initial, continuing and/or remedial training as needed to ensure efficient operations and quality performance. This requires maintaining a working knowledge of the work of the unit and the work of other employees in the Eastern sector. Trains new Legal Assistants 2s and provides input to Referees for completion of employee performance reviews. Reviews work of subordinates and other support staff in the sector for accuracy and timeliness and ensures action is taken to correct deficiencies or errors. Shifts legal assistant work from one office to another when workloads shift and works with other sectors to obtain assistance when necessary. Supervises and coordinates work performed by annuitant clerical assistant 3’s in the sector. Assists the Program Manager in handling day-to-day operations in the office. This includes shifting workloads when necessary and reassigning cases when UC Referees call off unexpectedly. Also assists the Program Manager in obtaining back up Referee and legal assistant support from other offices, when needed, to cover peak appeals workloads or Referee and/or support staff shortages. Oversees and monitors the hiring of contracted interpreters (in-person, over the phone and sign language) ensuring interpreters are scheduled as needed and cancellations are handled immediately to avoid unnecessary charges. Ensures all sign in sheets are forwarded to central office for verification of invoices. Answers any question that arise related to invoice discrepancies. Oversees and monitors the scheduling of armed/unarmed security guards for the sector ensuring security guards sign in and out properly and cancellations are handled immediately to avoid unnecessary charges. Ensures all sign in sheets are forwarded to central office for verification of invoices. Answers any questions that arise related to invoice discrepancies. Approves requests for office supplies and other requisitioned items in the Western sector. Provides justification to central office for unusual purchases or purchases that require a waiver. Participates on interview panels when hiring support staff in the Western sector and recommends candidates for positions under their supervision. Courteously handles telephone calls and provides appropriate referrals when necessary. Monitors the accuracy of daily sign-in sheets for subordinates. Evaluates employee performance, approves and/or disapproves leave and time and effectively recommends and/or administers appropriate discipline. Addresses employee problems and/or grievances. Provides technical guidance on policies and procedures and coordinates the implementation of changes with staff. Prepares reports and correspondence on the status of the office and sector workloads, production, accomplishments and other items as requested. Recommends operational improvements to increase efficiency and promotes quality service in a timely manner. Maintains files and ensures the Records File Plan is followed and files are purged as required by the plan. Coordinates file transfers to central office for further appeals (appeals filed to Referee Decisions). Maintains a working knowledge of the postage equipment, multi-function devices, digital recorders and transcription kits and other office equipment as needed. Works with central office or vendors to resolve issues that cannot be fixed by staff. Works with central office to coordinate surplus of furniture and other equipment for the Western sector. Works with central office to coordinate deployment of new computer equipment and surplus of outdated computer equipment for the Western sector. Acts as timekeeper liaison for the office of the Program Manager and all offices within the Western sector, handling all timekeeping records for the office of the Program Manager. Monitors the accuracy of daily sign-in sheets and ensures they are sent to central office in a timely manner. Travel to other Referee offices in the Western sector as required. Performs related work as required. |
