Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The incumbent is responsible for the enterprise organizational change management (OCM) strategy and execution within a complex, matrixed information technology environment. The incumbent establishes, standardizes, and operationalizes OCM practices to support successful adoption of IT-enabled initiatives across the Commonwealth. Responsibilities include developing reusable OCM playbooks, frameworks, and tools; embedding change management into delivery and governance processes; and ensuring consistent, measurable execution across programs, projects, and vendors. The incumbent serves as the enterprise authority on change management, partnering with executive leadership, IT delivery centers, program areas, and external partners to integrate people, process, and technology change. Work also includes holding vendors accountable for OCM outcomes, ensuring contractual alignment with enterprise standards, and evaluating change effectiveness to drive continuous improvement. Work is assigned through strategic goals and objectives and is reviewed by executive leadership based on results achieved, organizational adoption, and overall effectiveness. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Develops and implements an enterprise organizational change management strategy aligned to IT and business transformation goals. Creates, maintains, and evolves reusable OCM playbooks, templates, toolkits, and standards to support consistent execution across initiatives. Operationalizes OCM practices by embedding them into project, program, portfolio, and governance processes. Establishes expectations, metrics, and accountability mechanisms for OCM execution across internal teams and vendors. Ensures vendors delivering OCM services adhere to enterprise standards and are held accountable for adoption, readiness, and sustainment outcomes. Partners with executive leadership, delivery center leadership, and program sponsors to plan and sequence change activities. Oversees enterprise change readiness, stakeholder engagement, communications, training, and adoption strategies. Evaluates organizational impacts of IT initiatives and ensures mitigation strategies are developed and executed. Monitors and reports on change effectiveness, adoption metrics, risks, and issues to executive leadership and governance bodies. Coordinates OCM activities across multiple concurrent initiatives in a highly matrixed environment. Provides consultative guidance, coaching, and training to leaders, project teams, and vendors on effective change management practices. Integrates OCM with related disciplines such as project management, service management, communications, and workforce development. Leads, supervises, and evaluates professional staff responsible for organizational change management. Performs the full range of supervisory duties. Travels as required, including overnight stays. The employee determines enterprise OCM standards, playbooks, tools, metrics, and accountability mechanisms and decides how OCM practices are embedded into project, program, portfolio, and governance processes. The role makes decisions regarding change readiness, stakeholder engagement, communications, training, and adoption strategies for complex, concurrent initiatives in a matrixed environment. The employee evaluates organizational impacts, identifies risks, and determines appropriate mitigation strategies, including when and how to escalate issues to executive leadership. Decisions include assessing vendor performance against enterprise OCM standards and taking corrective action as needed. The position also makes supervisory decisions related to staffing, performance management, coaching, and professional development of OCM staff, operating within established policies, contracts, and executive direction. |
