Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. During activations for Pre-Planned Events or Disasters, this position will assist in the development, promotion, and coordination of the state-wide emergency management missions of Protection, Prevention, Mitigation, Response and Recovery efforts; working quite often in adverse conditions, to include but not limited to longer than usual work hours, working in inclement weather, traveling long distances, and quartering in field conditions. Maintain familiarity with all emergency management programs administered by/through the PEMA Area Office to effectively support state emergency management programs and assignments. Assists in the coordination of state emergency response and recovery operations as a PEMA liaison officer to county and municipal governments. The Emergency Management Specialist works under the general supervision of the Central Area Emergency Management Supervisor. Serves as the primary point of coordination as a PEMA liaison to counties within the region and coordination of activities involving development, execution and management of programs and functions of state agencies and county Local Emergency Planning Committees (LEPCs) in the statewide implementation of the federal SARA Title III (Superfund Amendments and Reauthorization Act, Title III - Emergency Planning and Community Right-to-Know) and Pennsylvania's Act 1990-165 (Hazardous Material Emergency Planning and Response Act). This position is responsible for supporting programs, procedures, required training and off-site emergency response plans in support of the PEMA Central Area LEPCs; as well as other activities to develop and implement procedures to enhance the preparedness of the Commonwealth, its departments and agencies and political subdivisions to respond to emergencies involving hazardous materials and thereby to minimize loss of life, injury, and property damage. Additionally, this position focuses on Hazmat customer service, HMRT, HM Grants, Act 1984-14 7 (Radiation Protection Act), Act 9 - Unconventional Wells, Peach Bottom Atomic Power Station and Crane Clean Energy - MS-1. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work closely with the PEMA Bureau of Technological Hazards to administer the Commonwealth's Technological Hazards program and support PEMA's initiatives involving hazardous materials preparedness, response, and mitigation, unconventional well site emergency planning, and radiological emergencies. Assist counties in special emergency management related projects as may be prescribed by state and federal requirements. Coordinate and contribute to the development of continuing education/public education materials for use by county EMA, LEPC's, etc. Represents the Area Office at various emergency management public outreach events. Assist in the development, conduct, and evaluation of county coordinator certification exercises. Assists the Area Office Training lead as required. Perform PEMA Liaison duties at special events and emergency response locations. Perform PEMA Central Area Office Liaison duties to assigned counties on a daily basis. Conduct or assist in the planning of seminars, conferences, meetings, training sessions. Responsible for completing mandatory FEMA independent Study Courses as requested: IS-100 Introduction to JCS IS-700 Introduction to NIMS IS-800 National Response Framework IS-2200 Basic EOC Functions "Certain positions require certification in the FEMA Professional Development Series (PDS) or the Emergency Management Professionals Program (EMPP) Basic Academy courses, within six months of hire." Attend appropriate state and federal sponsored training sessions to maintain proficiency in areas of responsibility. Maintain familiarity with all emergency management programs administered by/through the PEMA Area Office to effectively support state emergency management programs and assignments. Maintains familiarity with government entities, elected and appointed officials which serve and support the region. Maintains knowledge of county and key municipal EMA staff members. Prepares and submits official action, official visit reports in a timely manner using approved standard reporting formats. Performs functions such as correspondence, and report preparation, record keeping, etc., in conjunction with performing assigned duties. Keeps counties advised of program changes, new initiatives, etc., to the greatest extent possible. Serves as the assigned program area's primary point of contact (POC) between PEMA and county EMA offices/LEPC's/support/directing communities. Make recommendations to the Hazardous Materials Division Planning Supervisor concerning the administration of planning matters and planning issues that impact the lives and property of Pennsylvania residents. Provide follow-up to ensure correctness and completeness on all planning data matters and produce statewide monthly reports on the status of offsite response planning. Coordinates and contributes to the development of continuing education/public education materials for use by county EMA, Hazmat Teams, LEPC's, etc. Reviews all initial LEPC approved plans. Completes review checklist, Emergency Information System (EIS) site characterization and analysis screen and prepare a "ready for signature" letter for the Area Regional Director's signature discussing as necessary the plans unmet requirements. Encourages and assists the LEPC's in the development and maintenance of off-site plans. Attends LEPC's meetings to provide on-site assistance and monitor the activities and concerns of these communities. Provides input as appropriate. Provides support to LEPC's and counties in their efforts (conduct seminars & meetings) to improve public information and facility compliance. Reconciles PEMA/county SARA Planning Facility lists as an ongoing effort. Conducts preliminary review of the county's Hazardous Materials Emergency Response Preparedness Assessment updates and grant applications. Assists counties with their preparation of annual document submissions (assessment updates, Act 165 Match Grant applications, HMEP Grant applications, Act 14 7 Grant applications) as requested. Assist with County LEPC's to coordinate, assist with, and manage the application and administration of PEMA Central Area County hazardous materials grant programs. Participates in Hazardous Materials Response Team certification and recertification inspections as required. Support the Hazardous Materials Division by attending both state and federal training and conferences. Represent PEMA Hazardous Materials Division on training/exercise meetings/workshops at various organizational levels as needed to ensure all meetings are covered. Reviews reported hazmat & radiological incident reports for possible SARA Title III, PA Act 165, or PA Act 147 follow-up actions. Reviews LEPC/County reports of facility non-compliance with SARA Title III, PA Act 165, PA Act 147 requirements and make recommendations through the responsible agency channels or to the appropriate committees. Reviews event logs & Sit-Reps for hazmat & radiological events for compliance, planning, response, training issues, provide comments, counsel to staff and Regional Director as appropriate. Monitors and observes MS-1 Hospital training & exercise activities. Coordinate and monitor radiological protection training and certification activities with the Area Regional Training Officer. Supports County efforts in achieving Radiological Officer, Radiological Response Team, & Radiological Monitor accepted manning standards. Support the Radiological Division by participating in federally evaluated exercises. Coordinate, guide and assist in the delivery of field damage assessment efforts during disaster recovery efforts. Serves as the assigned program area's primary point of contact (POC) between PEMA and county EMA offices/support/ directing communities. Coordinate, guide and assist in the delivery of field damage assessment efforts during disaster recovery efforts. Assist in the conduct of Small Business Administration declaration recovery operations to include damage assessment operations and serving as a Disaster Loan Outreach Center Liaison. Assist in the conduct of Individual Assistance declaration recovery operations to include damage assessment operations and provide technical assistance to counties for the completion of Impact Statements. Assist in the conduct of Public Assistance declaration recovery operations to include Applicant Briefings, exploratory Calls, Recovery Scoping Meetings and development of project worksheets. Operate and provide basic service for copy machines, telephones, radio transceivers, telephone diverter, Fax machines, personal computers, video/computer display projectors, GPS receivers, camera equipment, and basic office equipment service such as replacing paper, toner, etc. Operates regionally assigned deployable equipment. Employee in this position may be eligible for telework. Performs related duties as assigned. Emergency Assignment This employee is an Essential Worker During emergency assignment the employee in this position is to assist in the direction, consistent with Agency policies, plans, practices, procedures, and instructions received, of emergency operations carried out within the Region. Performs tasks to be assigned during periods of emergency. Such tasks may differ from the normal day to day routine. These emergency assignments are, at times, received with little or no advanced notice and last for any period ranging from several hours, to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less that favorable) conditions and may require travel to a disaster site for short or extended periods of time. When necessary, the position requires the adjusting of start and/or end times of the workday to attend scheduled meetings and/or training sessions. Notation of Schedule During an emergency the employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. Operate a motor vehicle to travel to various field sites and emergency/disaster locations. |
