Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Serves as Procurement Specialist II and is responsible for developing and coordinating complex contracts involving research, multiple and diverse interest and frequent amendments or change orders. This position will frequently work with the 911 Office on Next Generation 911 Technology and systems. This position provides a broad spectrum of analytical and consultative procurement development, processes, and management functions. Under the guidance of the Procurement Specialist III, responsible for the planning, directing, development, and coordinating the review, analysis, and application of highly complex procurements. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Understands and employs SRM functions as they relate to the procurement procedures, policies, and functions. Responsible for maintaining proficiency in the use of the Commonwealth’s computerized purchasing programs. Initiates timely and appropriate action to purchase all types of supplies, services, materials, contracted goods, and specialized equipment as required. Provides necessary follow-up or escalates concerns with the vendor until the purchased suppliers or services have been received. Communicates with stakeholders throughout the acquisition process. Initiate, Request for Proposals (RFP), Request for Quotes (RFQ), Invitation for Bid (IFB). Analyze results to determine requirements and best procurement methods. Conduct RFP meetings, prepare negotiation data and conduct contract negotiations, recommend, and implement procurement procedures. Prepare and review vendor bids, contract awards, and purchase orders for accuracy, completeness, and validity. Provide direction to all PEMA staff, partners, and stakeholders for monitoring and tracking the status. Maintain knowledge and understanding of the Commonwealth COSTARS program (the Commonwealth of Pennsylvania's cooperative purchasing program) in order to support County procurement staff as needed. Maintain a current understanding of state and federal procurement policies, Commonwealth and GSA contracts, and the Authorized Equipment List (AEL). Maintains a thorough knowledge of Commonwealth procurement policies and methods to advise program managers on sourcing strategies, solicitation methods, and provide subject matter expertise on Commonwealth procurement processes. Collaborates on goals, objectives, and timeframes for PEMA procurements under multiple open grant years. Analyze results to determine requirements and best procurement methods. Establishes and maintains appropriate and effective relationships with contacts involved with purchasing/procurement activities. Makes recommendations to consolidate procurements, minimum quantity requirements, and related information to control overall supply costs. Responsible for the use of the Commonwealth Purchasing Card. Responsible for proper usage and following Commonwealth purchasing card directives as well as agency directives for use of the purchasing card. Participates and conducts meetings and training seminars as they relate to specific programs of responsibility, at PEMA headquarters or other locations throughout the Commonwealth. Review requests for emergency procurements to determine validity of requests and to ensure Commonwealth of PA policy and procedure. Provides guidance on procurement policy and procedures Responsible for completing mandatory FEMA Independent Study Courses as requested. IS-100 Introduction to ICS IS-700 Introduction to NIMS IS-800 National Response Framework IS 2200 – Basic EOC Functions Performs other related duties as assigned. A person in this position may be eligible for telework. NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. EMERGENCY ASSIGNMENT This employee is an Essential Worker. Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time. This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated. |
