Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Independently perform less complex inspections to verify compliance with the Commonwealth of Pennsylvania radiological rules and regulations for the Eastern Division of the Bureau of Radiation Protection (Southeast and Northeast Regions). Moderately complex and complex inspections will be performed under the guidance of a Radiation Health Physicist 2.

Description of Duties:

Independently performs less complex inspections of radioactive materials programs to verify the safe use of radioactive materials licensed or subject to licensure or certification by the Commonwealth at medical, industrial, and academic facilities. Moderately complex and complex inspections will be performed under the guidance of a Radiation Health Physicist 2.

Identifies instances of non-compliance and recommend needed corrective action to achieve full compliance.

Informs licensee/registrant's management of inspection findings at the conclusion of inspection

Prepares reports of inspections and investigations to document findings and conclusions regarding conditions which have or may have an adverse effect on health and safety.

Must maintain the requirements of a qualified Agreement State radioactive materials inspector; including documentation of a Qualification Journal and required continuing education credits.

Approximately 30 percent of working time is used during preparation for inspection and documentation of inspection findings.

Respond to radiological incidents involving personnel exposure to radiation or radioactive material. Duties include:

a. Establish radiological controls to mitigate the incidents and prevent another occurrence.

b. Perform radiological surveys, contamination and airborne measurements.

c. Perform assessment of radiological data collected during the incidents.

d. Perform review of dose assessment for personnel involved.

e. Review investigation to identify the cause of incidents and establish recommendations to prevent recurrence.

Responds to public inquiries about information regarding radiation issues.

Participates in emergency response activities to assure the protection of public health and safety and the protection of the environment.

Participates in emergency response exercises to provide radiological technical support to the Commonwealth emergency response operation.

Assists in performing operational checks and inventories for emergency response equipment.

Investigates radiological incidents involving trucks, transfer stations, landfills, orphan sources, lost and found sources, etc. These investigations involve identification of unknown radioactive isotopes using gamma spectroscopy equipment and other radiation survey instrumentation.

Review and issue DOT Special Permits 11406 and 10656 and BRP Exempt Materials Transportation Forms to transfer stations and landfills requesting them

Maintains qualification to issue DOT exemptions for transportation of radioactive material.

Maintains working knowledge of the operating principles and procedures and appropriate uses of the Bureau’s many different types of radiation detection and identification equipment.

Inputs necessary data into Departmental tracking systems to accurately reflect work performed during specified time periods.

Develops/assists Central Office in development of regulatory guides and compliance assistance checklists/fact sheets.

Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

- Uses regional database to decide which licensees to inspect based on training qualifications, availability, and inspection due date.
- When leading inspections, makes decisions regarding planning and scheduling, locations and modalities to be inspected, and compliance.
- When violations are issued, makes decisions on whether or not corrective actions provided are sufficient and weighs in on decisions regarding enforcement.
-Makes decisions for assigned functions within policies and recommends actions to supervisor if outside the scope of existing policies.
-Decisions that could have significant impact on program operations are discussed with the supervisor prior to taking action.
