Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Makes consistent progress towards meeting the requirements of Agreement State radioactive materials inspector; including documentation of a Qualification Journal. The successful completion of a formal Qualification Journal will require both on-the-job and out-service training. Training for this position may require travel to out-of-state locations for durations of a week or more. Performs inspections of radioactive materials programs with qualified inspectors to verify the safe use and compliance of radioactive materials licensed or subject to licensure or certification by the Commonwealth at medical, industrial, and/or academic facilities, enforcing the Commonwealth of Pennsylvania radiological rules and regulations Performs inspections of registered radiation sources (x-ray generating equipment) to verify the safe use and compliance of radiation sources subject to registration or certification by the Commonwealth at medical, industrial, and/or academic facilities, enforcing the Commonwealth of Pennsylvania radiological rules and regulations. Independently conduct inspections at smaller, less complex facilities (e.g., x-ray fluorescence, closed-beam radiation producing devices). Works with qualified inspectors to review inspection findings with licensees/registrants at conclusion of inspection. Make detailed observations and measurements that require proficiency in the use of a variety of radiation detection field instrumentations. Maintains working knowledge of the operating principles and procedures and appropriate uses of the Bureau’s many different types of radiation detection and identification equipment. Assists with creating written inspection reports and inspection letters in accordance with approved procedures and regulations that document inspection findings. All reports of inspections, investigations, etc., are submitted and reviewed by supervisor for completeness and accuracy. Assists with identifying instances of non-compliance and recommends needed corrective actions to achieve full compliance. Assists with enforcement activities as required (e.g., drafting enforcement documents, participating in enforcement conferences, court appearances). Routinely uses office or field computers and their associated software, such as Microsoft Office programs and health physics/radiological safety software. Maintains proficiency in utilizing the Commonwealth's computer systems (i.e., eFACTS, SAP, ESS, etc.). Respond to inquiries concerning radiation from the public or licensees/registrants. Works with qualified inspectors to investigate complaints and determine appropriate response. Works with qualified inspectors to respond to and investigate radiological incidents and reportable events. Determines nature of the incident, root cause, and corrective actions to the extent possible and coordinates appropriate response. In the event of an actual radiological emergency, shall respond to the emergency to provide radiological expertise and assistance in safeguarding public health and protecting the environment (e.g., nuclear power plants, transportation, terrorism, or national emergencies). Participates in emergency response (ER) exercises and drills, including biannual ER FEMA graded drills and rehearsal drills. Attends ER training. Assists in performing operational checks and inventories for emergency response equipment and vehicles. Investigates radiological incidents at waste facilities involving trucks, transfer stations, landfills, orphan sources, lost and found sources, etc. These investigations involve identification of unknown radioactive isotopes using gamma spectroscopy equipment and other radiation survey instrumentation and determination on the necessary response. If approved on the CRCPD DOT Special Permit Authorization List, review DOT special permit requests, interpret survey data, communicate with involved individuals, and issues Department of Transportation Special Permits, as necessary. Conducts inspections of radon certificates and mitigation systems. Consults with the public on indoor radon: evaluating levels, interpreting results, explaining hazards and health risks, and apprising of remedial actions. May also participate in meetings, seminars, and educational programs on indoor radon. Collects samples of air, soil, water, vegetation, milk, and/or other environmental samples at sites of interest. Performs radiological surveys in conjunction or cooperation with federal agencies, state agencies, or other Department programs. Performs radiological surveys to confirm compliance at decommissioning sites and other sites of note as needed. Attends training courses, meetings, conferences, and seminars to keep current with new innovations, policies, and activities of the regulated community. Completes a minimum of 24 hours of training sessions within a 24-month period. Documentation shall be maintained in the formal qualification journal. Follows and implements all program policies and procedures. Assists in the development of regulations, policies, procedures, and technical guidance documents associated with the Radiation Protection Program. Appropriately represents DEP when communicating with federal, state, and local officials, the regulated community, and the public. Legally operates a motor vehicle on public roads of the Commonwealth to travel to various field sites. Travel and overnight stays may be required to accommodate work in an efficient manner. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Radiation Health Physicist Trainee - If this position is filled as a Radiation Health Physicist Trainee, the incumbent will participate in a one-year formal and on the job training program to learn the duties of a Radiation Health Physicist 1. Assignments are designed to develop the employee’s technical proficiency through a formal training plan. In accordance with the training plan, work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given, and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality. - Uses regional database to decide which licensees and registrants to inspect based on training qualifications, availability, and inspection due date. - Can identify radiation hazards and their relevance to laws, regulations, and statutes. - Discusses decisions regarding inspection planning and scheduling, locations and modalities to be inspected, and compliance with lead inspector. - Discusses decisions on whether or not corrective actions provided are sufficient and weighs in on decisions regarding enforcement with lead inspector, compliance specialist, and/or supervisor. - During investigations/responses to significant radiological incidents, employee gathers data and information, makes measurements, and forwards this to supervisors or managers for decision-making. - Decisions that could have significant impact on program operations are discussed with the supervisor prior to taking action. |
