Position Purpose:

The Director of Cloud Engineering leads the Commonwealth’s enterprise cloud strategy, engineering, and operations, with responsibility for designing and maintaining secure, scalable, and cost-effective multi-cloud infrastructure across Azure, AWS, and Oracle Cloud environments. This role drives cloud transformation initiatives to support enterprise architecture, security, and modernization goals. The Director provides strategic guidance to the CTO, CISO, and CIO on cloud platforms, capabilities, and investments. Responsibilities include overseeing vendor-managed cloud services, contracts, and professional service engagements to ensure performance, cost efficiency, and compliance. The position plays a key role in enabling innovation and modernization across Commonwealth agencies. Through long-term planning and execution, the Director helps shape a secure, efficient, and future-ready digital infrastructure for the Commonwealth.


Description of Duties:

Lead enterprise cloud strategy and governance for the Commonwealth, ensuring adoption of best practices in architecture, security, and service delivery.

Oversee multi-cloud environments (Azure, AWS, Oracle), including architecture, automation, provisioning, migration, and lifecycle management.

Partner with Enterprise Architecture and Cybersecurity teams to ensure cloud solutions are secure, compliant, and resilient.

Manage and hold accountable managed service providers (MSPs) responsible for cloud engineering, operations, and support.

Develop and manage multi-cloud billing and cost optimization strategies, including chargeback models and enterprise agreements.

Lead modernization and cloud-native transformation projects, enabling agility, scalability, and innovation across agencies.

Build and lead a diverse team, fostering collaboration across OIT and agency delivery centers.

Serve as an advisor to the CTO, CISO, and CIOs on cloud standards, emerging technologies, and strategic opportunities.

Ensure alignment of all cloud initiatives with enterprise objectives, budgets, and long-term IT transformation goals.

Maintain vendor relationships, monitor SLAs, and oversee professional services to ensure accountability and value delivery

Provide a full range of supervisory duties including hiring, coaching, evaluation, and workforce planning.

Maintain 24/7 availability to handle critical issue escalations and provide emergency support as required.

Travel as required, including overnight stays.

Perform other related duties as assigned.

This position is responsible developing and leading a comprehensive multi-cloud strategy that aligns with the Commonwealth’s enterprise technology vision and business goals. You will oversee daily operations and long-term planning for all cloud environments, ensuring performance, availability, and compliance. Key decisions include driving modernization efforts to transition legacy systems to cloud-native architectures and implementing governance policies that enforce security, identity, and lifecycle management standards. You will also guide FinOps practices to optimize cloud costs and ensure budget accountability across units. Collaborating with cross-functional teams and managing vendor relationships requires balancing speed, cost, and risk while enforcing SLAs and service delivery expectations. Additionally, you will provide strategic input to senior leadership on personnel, tooling, and budget to support cloud operations and serve as deputy to the Director of Compute Operations. Finally, you will make critical decisions during escalations and emergencies, maintaining 24/7 readiness to ensure operational resilience.
