Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Organizationally, this position is a member of the HR Analytics team located in the Office of Administration (OA), Human Resources and Management (HRM), HR Shared Services Office (HRSSO). The HR Analytics team serves at an enterprise level for human resources reporting, metrics, and dashboard development. They are tasked with providing HR data analysis and strategic reporting to agency leadership, HR professionals, and agency executives under the Governor’s jurisdiction.

Position Purpose:
• Design, develop, test and publish a variety of interactive enterprise HR dashboards in Microsoft Power BI Pro for consumption by internal and external users.

• Assist a higher-level analyst on projects of higher complexity or functionality.

• Utilize data analysis practices to identify, quantify, and solve high-value business challenges related to human capital strategy.

• Interact frequently with agency human resource offices and senior leadership to understand business needs and apply methods for conveying and visualizing data and insights.

• Communicate and explain the results of data visualizations and reports effectively to stakeholders.

Description of Duties:

• Design, implement and ensure the delivery of holistic, structured and analytical approaches focused on data storytelling that communicates the business implications and the recommended course of action.

• Synthesize and analyze data from a variety of internal and external sources.

• Participate in the planning, directing, coordinating and producing reports and analytics tools that serve as an incentive for change by helping leaders and managers make data-informed decisions about the workforce.

• Complete the multiple phases in the development of tools to optimize workforce planning and management (manager dashboards, reports) and maintain any future enhancements.

• Act as an internal consultant to HR, as well as leaders, regarding the use of workforce data and analytics; connecting with key leaders and individual contributors to understand the data.

• Assist a higher-level analyst in the data analysis to measure effectiveness of recruitment efforts and reporting results to leadership.

• Ensure data integrity and partnering with HR leadership to identify and implement effective data entry and management practices; work closely with HR Systems team on data quality and integrity.

• Perform data cleanup to ensure consistent and accurate presentation of information to users.

• Collaborate with fellow data analytics staff to develop, secure and publish dashboards within Microsoft Power BI Pro, based on direction from a higher-level analyst.

• Assist a higher-level analyst on implementing complex analytics to help data driven decisions, perform detailed statistical analysis to identify actionable insights, build predictive models, and produce impactful visualization deliverables.

• Utilize a variety of reporting tools and software including, but not limited to, MS Power BI Pro, SAP Ad-Hoc, SAP Business Warehouse, Analytics for Office, IRIS and MS Access.

• Assist a higher-level analyst in designing, developing, and producing complex reports requiring the combination of data from multiple data sets.

• Participate in meetings with information technology professionals at the Enterprise Data Center, Integrated Enterprise Systems and General Government IT Delivery Center to:
- identify data sets and develop data models to support reports and dashboards
- properly secure data access for end users
- ensure the successful publication of reports and dashboards

• Use creative thinking to develop new analyses and insights to HR data.

• Present and communicate results and insights gleaned from data visualizations and reports effectively to stakeholders.

• Serve as the primary Data Analytics Specialist for the Commonwealth Demographics dashboard.

• Convert raw data into action plans, scorecards, dashboards, and presentations.

• Work independently and coordinate with organizational units.

• Collaborate and coordinate with team members.

• Perform other related duties as assigned.

The incumbent will complete the multiple phases of a project based on direction from a senior specialist, manager, or director. Consult with a senior specialist, manager, or director regarding any unforeseen obstacles and how they may be overcome.
