Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee occupying this position is responsible and accountable for providing financial assistance under the Low-Income Home Energy Assistance Program (LIHEAP) to eligible customers in accordance with Federal and State guidelines. The employee carries out the following major duties in LIHEAP of the Philadelphia County Assistance Office under the supervision of an Income Maintenance Casework Supervisor.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Processes applications by completing all appropriate forms. The processing includes determining the method of income computation most advantageous to the customer, completing computations and attaching copies of required verification.

Determines eligibility or ineligibility for financial assistance in the LIHEAP program.

Maintains accurate and orderly case records and files.

Interviews customers by asking questions, reviews mail-in applications, gather data and reviews information submitted in order to make a determination for authorization or reject the request.

Sends appropriate notices to customers to obtain additional information in order to determine eligibility or notifies customers of decision.

Established control dates by using existing procedures and transmit to clerical unit for appropriate actions.

Established controls for pending applications.

Completes reports by filling out appropriate forms for supervisory review and information.

Interprets documents or requests for file clearance, completes inquiry transactions and analyzing screens, recording and communicating information; completes the data entry transactions as needed in order to ensure accessibility of data regarding energy assistance customers.

Established controls for pending applications.

Attends all hearings as an agency witness to ensure benefits are properly processed and issued.

Performs other related work, as necessary.

Frequently moves throughout an office to perform daily job functions.

Frequently files (including the maintenance of files) and transports files, work documents, etc., throughout the work site.

Constantly operates various types of office equipment such as; but not limited to, personal computers, copy machines, fax machines, data entry devices, scanners, carts, telephones, etc.

Constantly interacts with employees, customers and management while frequently simultaneously utilizing various computer applications.

Constantly uses computer applications to generate written communication by utilizing forms, memos, emails, narratives, etc.

Constantly learn and appropriately apply policies, procedures and regulations pertaining to LIHEAP programs.

Constantly obtain, assemble, analyze and evaluate information to determine eligibility for LIHEAP benefits.

Frequently perform mathematical calculations to determine eligibility for LIHEAP.

Frequently learn job related materials through various media and teaching methods.

Constantly interact objectively and with sensitivity to employees, applicants, customers, management in stressful or difficult situations.

Assigned work duties are performed in a controlled office environment.

In counties with District Offices, employees may be reassigned to different worksites due to operational needs.

Frequently-constantly, sitting on an adjustable chair for extended periods of time; may stand as desired.
