Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position develops and evaluates the effectiveness of policies and procedures for programs in the Center for Community Services aimed at improving the quality of life for socially and economically disadvantaged communities and Pennsylvanians. Program services include but are not limited to workforce development, community economic development, case management, housing services, veteran’s assistance, food access, and other services aimed to reducing the causes and conditions of poverty. This position provides professional advice and technical assistance to or on behalf of non-profits and businesses who participate in the Community Services Block Grant (CSBG) and ancillary support for Neighborhood Assistance Program (NAP). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administers the provision of services to disadvantaged citizens through a group of specialized programs pertaining to education, health, employment, welfare, and business development. Functions as the lead policy and program specialist for the Community Services Block Grant (CSBG), coordinates program processes and performs all duties assigned to a policy and program specialist for CSBG. Provides technical assistance to grant recipients regarding the operation and implementation of funded programs and activities and administers the implementation of procedures and standards for providing statewide services in a specific community resources development program area, including providing specialized technical information and guidance in the interpretation and application of policies and procedures to CSBG participants. Analyzes and assists in developing and recommending revisions to CSBG programmatic standards, guidelines, policy directives, and procedures for Deputy Director’s action. Assists in developing processes and procedures for program oversight functions including monitoring and reporting tools for use internally and externally. Provides advice and technical assistance to CSBG participants and applicants regarding preparation of applications, proposals, and reports, specifically utilizing the Center’s COPOS database. Works with Center’s Data Analyst in developing the Center’s program reporting requirements, recommendations for efficiency. Coordinates and conducts risk-based monitoring including risk assessment, identification of risk mitigation strategies, and communication with agencies to implement risk-reduction efforts that support the performance management framework and quality improvement processes. Conducts desk and onsite monitoring of CSBG recipient agencies as needed to ensure compliance with CSBG requirements and processes, while performing in a technical advisement capacity to plan and implement strategies with CSBG non-profits within available program limitations to meet the needs of disadvantaged individuals and communities across the state. Coordinates and conducts reviews of the Community Action Agency Community Needs Assessment plan to ensure program services are aligned with service area needs. Provides technical assistance to agencies requiring program improvement. Monitors the implementation of Corrective Action Plans that address deficiencies discovered by the monitoring process. Reviews and makes recommendations, including preparation of responses to CSBG participants related to applications, monitoring results, and requests for amendments or modifications. Assists with compiling annual year-end reports for CSBG as requested for the Federal Annual Report and the Annual Legislative Report and other general reporting requests as needed. Assists in developing program marketing materials, presentations, and participates in the presentation of workshops for community organizations. Provides specialized technical information and guidance to Center staff in interpreting and applying CSBG policies and procedures. Provides monitoring, and/or corrective action oversight to the Community Services Block Grant (CSBG) program, as needed. Assists in scoring and application review for NAP applications and provide oversight support as needed. Works with Center staff on developing and implementing NAP processes and procedures. Develops recommendations regarding Center’s continuous improvement efforts and program operation efficiencies. Provides assistance and management of Center’s ad hoc projects on an as need basis. Perform related work and other duties as required. |
