Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises staff by organizing, prioritizing and delegating work to assure completion in accordance with established priorities, primarily in Chapter 102 and chapter 105 permitting & program implementation as it relates to Oil & Gas operations. Reviews all work performed by subordinate staff to ascertain that the work is in compliance with established policies and procedures and that the appropriate laws, rules and regulations are properly interpreted. Assigns applications to permit reviewers ensuring proper workload distribution. Reviews Record of Decision (ROD) and make recommendations to Program Manager. Suggests new General Permits (GP) that would reduce workload and improve processing. Manages permit process within section to ensure goals and objectives are met. Follows Standard Operating Procedures (SOPs). Provides direction to the engineering and scientific staff concerning conclusions and recommendations expressed in their work products. Provides engineering advice and guidance to the engineering staff concerning the application of applicable laws, rules and regulations. Trains new employees as to the duties and responsibilities of the position. Conducts periodic staff meetings to keep the employees updated on changes and to receive and discuss concerns or questions they may have. Participates in periodic meetings among state and federal agencies. Acknowledges notification to use existing General Permits upon receipt. Reviews requests for waiver of permits for dams, water obstruction and encroachments to determine if a waiver can be granted in accordance with the rules and regulations. Reviews requests for emergency permits for dams, water obstructions and encroachments to determine if an emergency permit can be granted in accordance with established policies. Interprets the applicable acts and companion rules and regulations to assure consistency within the established programs. Reviews dam inspection reports of permitted dams under construction in accordance with the established schedule and recommends action to the Operations Section. Provides program manager with a monthly activity, permit processing, and similar reports. Provides information to Oil & Gas operators, municipalities, legislators, and the general public, and directs the replies or action required. Provides technical assistance and guidance concerning ESCGPs, encroachment permits, dam permits for centralized wastewater impoundments, and Water Management Plans. Attends meetings to communicate to Oil & Gas operators, the general public, governmental officials, engineering groups and other Oil & Gas program regions. Establishes and maintains a good working relationship with federal, state and county agencies having regulatory and management programs that overlap with the Chapter 102 and Chapter 105 programs. Reviews equipment, supplies, and staffing needs and recommends action to the program manager. Prepares, monitors, reviews and signs employee performance standards, evaluations and job descriptions. Interviews prospective employees and recommends employee selection by ranking applicants in order of preference for employment in keeping with the Department's selection and placement policies and guidelines. Receives, reviews and authorizes leave requests to assure efficient operation of the Permitting & Technical Services Section. Provides employee training as needed and recommends out-service training for employees. Directs initial site inspections during waterways emergencies and provides necessary information as requested. Provides professional engineer (P.E.) oversight of all Oil & Gas program engineering, reviews of permit applications, reports, or other submittals that are submitted to the program by professional engineers. Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OETD by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. The Employee is responsible for ensuring assignments are reviewed in detail and for objective achievement, meeting subject deadlines, and in conformance with generally accepted engineering standards.
