Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs professional work within the Bureau of Oil and Gas Planning and Program Management within the Regulatory and Geologic Technical Support Section of the Division of Well Plugging and Subsurface Activities in the field of geology, with an emphasis on the subsurface aspects of oil and gas-related activities within the Commonwealth, including but not limited to well drilling, casing and cementing, completion, stimulation, production/formation pressures, products, storage, coal resources and pillars, and well plugging procedures. This position also deals with oil and gas related technologies such as underground injection control wells, and emerging subsurface energy issues such as geothermal energy. This position will require preparing, reviewing, interpreting, implementing and providing guidance on policies, procedures, manuals, standards and regulations for the Bureau of Oil and Gas Planning and Program Management.

Description of Duties:

Provide comprehensive, practical advice, technical geological expertise, and scientific assistance to resolve geological problems for the Bureau of Oil and Gas Planning and Program management.

Assist in the preparation, review, interpretation, and implementation of geological-related policies, procedures, manuals, fact sheets, and standards.

Prepare technical reports summarizing the geologic aspects of datasets and field investigations provided to BOGPPM.

Assist and participate in the development of regulations and associated material for oil and gas related issues, including but not limited to drilling, well plugging, gas storage fields, underground injection control wells, carbon capture and underground storage, and geothermal energy.

Assist and participate in the development of regulations and associated materials for geothermal energy.

Update and maintain applicable portions of the Bureau’s Oil and Gas Well Drillers Operator’s Manual, relevant Program Frequently Asked Questions (FAQ) projects, and other guidance and policy documents pertaining to subsurface activities.

Make specific requests for pertinent technical data from appropriate agencies or businesses involved in geologic investigations

Review and evaluate proposed legislation and prepare legislative analysis including recommended changes, omissions and additions.

Research and prepare oral and written technical responses on inquiries from Department personnel, other government agencies, the oil and gas industry, and the public.

Assist other Divisions and District staff with technical matters pertaining to the interpretation and collection of hydrogeological data necessary for monitoring oil and gas operations.

Respond to Right-to-Know-Law requests in a timely manner and answer inquiries from the public and the regulated community concerning program policies, guidance documents, and rules.

Represent the Bureau of Oil and Gas Planning and Program Management before government officials, oil and gas operators, advisory committees, technical workshop and seminar participants, special interest groups and the public regarding the technical aspects of oil and gas exploration, drilling, gas storage, and production. Assist on well-plugging related activities as requested by the Section or Division Chief.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Other geological specialties specifically include hydrogeologic assessment, structural geologic, and stratigraphic analyses; and some well log interpretation and statistical analysis, when requested.
