If this position is filled as a Civil Engineer (General) Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Civil Engineer (General). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position performs journey-level engineering work in the field of environmental engineering as required for implementing the Oil and Gas Act, the Dam Safety and Encroachments Act, the Clean Streams Law, and the Solid Waste Management Act as well as all associated regulations. Specific duties include: Provides engineering consultation and review of Oil and Gas related projects that require authorizations, approvals or permits pursuant to but not limited to; the Dam Safety and Encroachment Act, Clean Streams Law, Flood Plain Management Act, Federal Clean Water Act, Flood Plain Management Act, Solid Waste Management Act and the Oil and Gas Act. This position works directly with Oil and Gas operators including gas gathering companies as well as their consultants to ensure projects, structures, and construction plans are in compliance with the relevant rules and regulations relating to the protection of the Commonwealth's water resources including but not limited to Chapters 78, 78a, 92, 93, 96, 102, 105, and 106. Reviews assigned applications for the Erosion and Sediment Control General Permit (ESCGP) for oil and gas related construction activities. For these applications, this position is responsible for evaluating the adequacy of the application, the Erosion and Sedimentation Control Plan, and the Post-Construction Stormwater Management Plan/Site Restoration Plan. Reviews are conducted using the Department's rules, regulation, policy, procedures, and guidance manuals. While reviewing these applications, this position will work with appropriate field staff as needed to ensure that all Department concerns are addressed. This position will provide guidance to industry consultants as needed. Reviews and analyzes water obstruction and encroachments such as: bridges, culverts, stream relocations, and other similar structures; erosion and sediment control plans; and post construction stormwater management plans. These reviews require general to complex engineering expertise in the hydraulic design of structures, erosion and sediment control plans and stormwater management plans to assure the adequacy of the structure and conformance with the Department's Rules and Regulations. Work will occur with the Department's Water Pollution Biologists to review wetland and stream resource impacts and 401 Water Quality Certifications. This position will prepare a written record of decision for permit documents including recommended permit conditions based on sound professional judgment and expertise. Reviews requests primarily from Oil and Gas operators and gas gathering companies for emergency permits for dams, and water obstructions and encroachments to determine if an emergency permit can be granted in accordance with the Department's Rules and Regulations. Performs inspections of dams/centralized water impoundments in accordance with the schedule established by the Oil and Gas Program and provides written reports describing the current condition. May perform inspections of permitted dams or water impoundments under construction in accordance with established schedules and provides written reports as to the current status and progress of construction. Performs journey-level engineering work in the field of hydrology and hydraulics. Is responsible for conducting detailed review, analysis, and preparation of reports and recommendations on various applications for permits submitted primarily by oil and gas operators. The review involves general engineering problems in hydrology and hydraulic design of structures to assure adequacy and conformance with the Department's Rules and Regulations. Follows Standard Operating Procedures (SOPs). Reviews permit applications and drafts Record of Decision (ROD). Performs related work as required. Enters appropriate data into eFACTS in a timely manner. Drafts deficiency letters with regulatory citations. Utilizes GIS software, including ArcGIS, Google Earth Pro, and other applications, to aid in permitting decisions. Identifies issues encountered and recommends solutions to supervisor. Reviews and provides comments on both conventional and recently developed methods utilized in hydraulic and hydrologic analyses, synthetic and non-synthetic hydrology, computer modeling, open channel and structural hydraulics. The employee has the technical ability to analyze and design dissipating devices and structures. The engineer in this position is also knowledgeable of the methods of construction and theory of hydraulic structures such as bridges, culverts, stream enclosures, detention basins, flood control projects, and erosion control structures. Reviews and provides comments on erosion and sediment control plans prior to the submission of permit applications to ensure compliance with the regulatory requirements. Reviews are conducted using available policy and procedures, including the Department's Erosion and Sediment Pollution Control Program Manual. Specific duties include the review of hydrologic and hydraulic computations, design and installation of channels of conveyance and best management practices, stabilization measures, construction techniques, materials specifications, soils and agronomic parameters. Provides interpretations of DEP rules, regulations and policy to applicants and consultants to develop, design, and construct Oil and Gas related projects. Prepares reports, documents, and responses related to Oil and Gas projects and compliance with the Dam Safety and Encroachments Act, Clean Streams Law, Flood Plain Management Act, Stormwater Management Act, Federal Clean Water Act, Solid Waste Management Act and the rules and regulations pursuant to those Acts and Laws. Coordinates reviews of projects with various federal and state agencies. Utilizes Department review checklists and develops plan review letters to applicants and their consultants. Meets with applicants and their consultants to resolve technical issues. Works on assigned Pollution Prevention Projects where the goal is to develop environmentally safe alternatives for the disposal, reuse, or minimization of oil and gas waste. Specifically, responsible for providing technical insight and information on Department regulations and policies. Reviews requests for waiver of permits for dams, water obstructions and encroachments to determine if a project meets the provisions for a waiver of permit in accordance with the rules and regulations. Responsible for reviewing alternate waste disposal requests. Determine whether the submitted requests are consistent with the regulations and whether the proposed methods are equivalent to those outlined in the regulations. To make these determinations, must remain aware of the Department's latest policies and regulation interpretations. Answers questions from operators and the general public concerning waste disposal methods. Reviews Water Management Plans and evaluates calculations of Q7-10 and potential impacts of stream withdrawals. Conducts field investigations of impoundments, stream encroachments, water obstruction, earthmoving activities, and wetland impacts associated with oil and gas drilling activities to make determinations of jurisdiction and provide technical assistance under the Dam Safety and Encroachments Act, and Flood Plain Management Act, the Clean Streams Law, and Oil and Gas Act. Reads and interprets inspection and testing reports, engineering drawings and specifications, and topographic and other maps. Reads and interprets state regulations and standards applicable to the design, construction, and evaluation of engineering projects. Reads and interprets Commonwealth and Departmental administrative rules, regulations, policies, and procedures. Prepares the necessary reports, correspondence, etc. required as follow-up to inspections made. Provides technical support to the compliance and monitoring staff. Responds to letters and inquiries from the general public and legislators concerning specific cases and water quality management in general. Reviews and comments on drafts of guidance, policies, and procedures. Responds to Central Office requests for information on projects of both a specific and a general nature. Takes actions on all assigned applications within the time frames established in the Department's Permit Decision Guarantee Policy. Attends meetings to communicate to the general public, governmental officials, engineering groups and others the varied areas of the Oil and Gas Program in the Department. Establishes and maintains a good working relationship with other federal and state agencies having regulatory and management programs that overlap with the Department. Possession of a valid driver's license as issued by the Commonwealth of PA is required. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP's electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. The employee normally has the authority to make technical decisions within the assigned scope of responsibility, but program goals, priorities, and administrative policy matters emanate from higher levels. All official Departmental approvals and non-routine decisions are reviewed by the Environmental Engineer Manager before being finalized. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality. Efficiently completes telework by using VPN or VDI to review permit applications to continue contributing to the agency's mission in accordance with Management Directive 505.33 - Working From Home During Emergencies Including a Pandemic Influenza Event. |
