Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a limited term Energy Assistance Worker position assigned to the Low-Income Home Energy Assistance Program (LIHEAP). The primary responsibility of this position is to provide energy assistance in the form of Energy Assistance Benefits as federally mandated under LIHEAP. Job duties are carried out under the supervision of an Income Maintenance Caseworker Supervisor in the Danville Processing Center. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs initial interview of applicants to establish eligibility for assistance in the payment of residential energy bills. Work involves interviewing applicants, completing application forms and validating data received to recommend approval or disapproval of applications consistent with Federal and state Energy Assistance Program regulations. Communicate orally or in writing to customers and third-party contacts via mail, telephone and face-to-face interviews. Request or verify information needed to determine eligibility and complete forms, letters and memos addressed to the customer or third party. Handle all LIHEAP applications by reviewing for completeness and by sending notification if more information or verification is needed. Dispose of applications within thirty days of the application date by analyzing, assembling and evaluating information provided by the customer to determine eligibility/ineligibility. Objectively interact with customers in potentially stressful situations and settings by providing information and referrals appropriate to the nature of their needs. Use computer systems CIS, CIS, IEVS, and PACSES to gather information necessary in making eligibility/ineligibility determinations. Work with customer and vendor to arrange for handling of crisis situations. Responsible to image LIHEAP applications and documentation into electronic records. Responsible to review e-mail and What's New for updates or information. ESSENTIAL JOB FUNCTIONS Frequently moves throughout an office to perform daily job functions. Travels to other work sites as required. Frequently files and transports files, work documents, etc., throughout the work site. Constantly operates various types of office equipment such as but not limited to, personal computers, copy machines, fax machines, data entry devices, scanners, carts, telephones, etc. Constantly interacts with employees, customers and management while frequently simultaneously utilizing various computer applications. Constantly uses computer applications to generate written communication by utilizing forms, memos, emails, narratives, etc. Constantly communicates effectively, both orally and in writing, with staff, customers, and public. Constantly learn and appropriately apply policies, procedures and regulations pertaining to LIHEAP programs. Constantly obtain, assemble, analyze, and evaluate information to determine eligibility for LIHEAP benefits. Frequently perform mathematical calculations to determine eligibility for LIHEAP. Frequently learn job related materials through various media and teaching methods. Constantly interact objectively and with sensitivity to employees, applicants, customers, management in stressful or difficult situations. Frequently-constantly, sitting on an adjustable chair for extended periods of time; may stand as desired. Assigned work duties are performed in a controlled office environment. In counties with District Offices, employees may be reassigned to different worksites due to operational needs.
