Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Administrates the NIBRS Certification Program. Analyzes, tests, and assists in the implementation of new or changed FBI or PA UCR data elements, data values, and data collections. Is responsible for thorough understanding of the technical specifications for Summary Reporting System (SRS), Hate Crime (HC), National Incident-Based Reporting System (NIBRS), Use of Force (UoF), Law Enforcement Employee Data (LE Emp), and Law Enforcement Public Contacts (LEPC) datasets. Investigates all technical issues relating to the Pennsylvania Uniform Crime Reporting System (PAUCRS). Liaises with PAUCRS system vendor and supporting IT staff. Assists in the administration of the Keystone Login (KL) user management portal and liaises with KL Admin staff to resolve issues. Functions as the Business Lead for the PAUCRS Reimplementation Project.

50% Administrates the NIBRS Certification Program.

Coordinates with UCR Program participants to determine their technical readiness and capability to submit NIBRS data.

Documents the entire NIBRS Certification process for each interested participant and updates agency status tracker document.

Provides test cases to interested participants and audits NIBRS flat files for accuracy and completion. Provides audit notes to participants for any corrections. Advises Unit Supervisor when an agency is ready to begin submitting NIBRS data.

Completes all NIBRS transition system work in PAUCRS.

35% Analyzing, Testing, and Assisting with Implementation of New/Updated Data Elements, Data Values, and Data Collections

Reviews, analyzes, interprets, and makes recommendations on all FBI and PA UCR changes and additions to the various data collections. Assists with implementation. Develops test plans, conducts all testing, including UAT. Provides results to Unit Supervisor, PAUCRS system vendor, and supporting IT staff.

Possesses thorough understanding of all UCR-related FBI and PA technical specifications. The data collections include SRS, HC, NIBRS, UoF, LE Emp, LEPC, and PA-specific deviations and customizations for each collection.

Applies business rules and validation logic from the aforementioned specifications to analyze, document, and resolve any technical issues related to flat files, JSON files, and XML files. Investigates all file structure errors and advises participants and their Records Management System vendors on how to correct the issues with their extract files or logic for validations.

Resolves all technical Help Desk issues reported by Unit Staff and program participants.

10% PAUCRS Implementation Project Business Lead

Attends all PAUCRS project related meetings. Resolves all action items identified by the Project Team.

Liaises with the PAUCRS Vendor and Business Area, communicating issues with update releases, reported participant or Unit staff issues, or scheduling conflicts.

5% Performs any other related duties as required.
