Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional position in the field of environmental and public health protection in the Department of Environmental Protection (DEP). This employee is responsible for planning, developing, and delivering technical and regulatory training for water system personnel and DEP staff statewide. The training programs developed by this position explain Pennsylvania’s regulatory requirements and technical guidance to assist water systems in complying and ultimately protecting public health. Training is further developed for DEP staff to explain proper implementation of the regulatory requirements during surveillance, compliance, enforcement, and data management activities.
The employee also conducts administrative and technical reviews of training activities delivered by industry training providers for operator continuing education within the Operator Certification Program. The objective of this work is to ensure continuing education activities are effectively designed to increase the knowledge, skills and abilities of system operators.
This employee represents the Commonwealth at meetings and training events relating to the above duties and dealings with the public and professional organization, Commonwealth agencies, federal officials and officials from other states.

Description of Duties:

Promotes the Department’s Mission.
Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
Designs, develops and delivers technical and regulatory training activities for public water system operators and Department Water Program staff. This includes, but is not limited to, determining training needs, evaluating learners, working with subject matter experts, prescribing methods for measuring achievement of learning outcomes, and designing and authoring training materials for classroom and virtual delivery. Training delivery includes logistical planning and coordination in addition to presentation and facilitation of the training content during scheduled classroom and virtual events.
Develops virtual training for asynchronous delivery in the Bureau’s learning management system. Primary focus is on historical regulatory training previously delivered in a classroom setting.
Delivers regulatory and technical training to DEP regional trainers in Train-the-Trainer sessions.
Assists regional trainers with delivering training in the regions as needed for both water system operators and DEP staff.
Plans, develops and delivers drinking water regulatory and guidance training for DEP statewide staff training events.
Plans, develops and delivers training designed to give new program field staff the necessary knowledge, skills, and abilities to properly and consistently implement the program.
Plans, develops and delivers training specifically designed for new Drinking Water program inspectors. Primary focus of the training is surveillance, compliance, enforcement, and data management activities to properly and consistently implement the program.
Participates as the Training Section representative on internal workgroups for the development of regulations, policies, and procedures related to the drinking water program.
Plans, coordinates, and facilitates training events with industry partners.
Delivers regulatory training at industry conferences to disseminate a consistent statewide message.
Applies the Bureau’s training approval process to review, evaluate, and approve or disapprove training sponsors, training courses, training programs, and conferences for approval of water and wastewater continuing education credit.
Conducts training course audits to evaluate whether a course is being administered and delivered as approved by the department.
Prescribes modifications and enhancements to the Department’s training approval process for the water and wastewater operator training program.
Provides training recommendations to those interested in obtaining an operator certification license based on the individual’s education and experience in the industry.
Develops and modifies training modules for water and wastewater operator pre-certification training. This training is made available to training providers for delivery to operators preparing for their certification exams.
Analyzes operator continuing education data to determine training trends within DEP-approved training. Presents findings and suggests solutions to identified gaps.
Participates in the development and implementation of a statewide training plan for each fiscal year that identifies appropriate Bureau Central Office and Regional Office staff training needs, and appropriate measures to address those needs.
Interprets rules, regulations, policies and procedures as necessary to develop associated training for co-workers, Field Operations staff, and the regulated community.
Performs special assignments and other administrative duties as assigned.

Work is performed independently, with major projects and deadlines assigned by the Environmental Group Manager (EGM). Periodic meetings are held with the EGM to receive direction and discuss progress in accomplishing assigned objectives. A certain degree of latitude is allowed regarding specific courses of action to be taken to achieve objectives.
