Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position analyzes and evaluates agency programs and projects to determine the extent to which the goals and objectives are being met, supports developing solutions and recommendations for program or policy changes, and assists determining the impact of program changes on efficiency and effectiveness. The position supports improving Department of Transportation programs and strategic focus areas.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Gathers background data and participate in coaching strategic teams in analyzing their program effectiveness and program performance management methodologies and tools. Develop conclusions and recommendations for improving program performance measures and data collection and data management methods supporting the maintenance of these measures.

Performs research, as assigned, to gather information, collect data, and perform statistical or financial analysis used for evaluating agency programs and projects; develop conclusions and recommendations for improvements; and prepare reports of findings, turning them in for detailed review by a senior Program Analyst (PA), the Data Modeling and Analytics Division (DMAD) chief or the Bureau Director.

Prepares complex multi-worksheet MS Excel workbooks utilizing statistical, mathematical, look-up/reference, logical and other Excel functions, as well as Excel data tools, charts/graphs, etc. These workbook tools may be used in conjunction with agency projects or initiatives, or as standalone tools used by agency staff to complete statistical or financial evaluations of programs and projects.

Uses tools such as MS PowerBI to provide enhanced data visualizations and dashboards. Formats outputs to provide easy to access to data to meet customer needs.

Apply data analysis methods and tools to perform complex statistical analysis of information from systems to provide up-to-date and accurate analysis critical to the development and rollout of agency initiatives.

Collect and deliver agency data to other Commonwealth agencies or branches of government in support of legislative or executive initiatives in which agency participation or compliance is mandated.

Lead project teams in analyzing programs, recognizing problems, identifying team-proposed opportunities for improvement, developing strategies to obtain approval on recommendations, creating action plans toward implementing changes, and providing project management support to functional teams.

As a back-up to the Survey Center Manager, monitor progress of active surveys, provide survey status reports, deliver interim data updates, and provide specialized update reports to Survey Center customers.

Apply statistical, and/or mathematical methods to analyze survey data, preparing reports, tables, charts, and graphs, and developing written reports, where needed, to present key survey results and make recommendations for improving agency operations.

Develop reports and presentations for agency staff, agency leadership, and public stakeholders.

Develop policy documents, manuals and similar documents as assigned.

Participate in program and policy reviews as assigned.

Conduct all program-related action items, such as creating program scopes, developing program plans, scheduling project meetings, writing program reports, providing program updates, and tracking program progress.

Collaborate with executive, managerial, and project teams to enhance efficiency, performance, and effectiveness both in person and via virtual facilitation.

Communicate and present information confidently. Prepare briefings, presentations, policy analyses, graphs/visuals, talking points, and other related materials for internal and external presentations.

Ensure communications are consistent with the bureau’s standards to maintain and promote a positive image on behalf of the organization.

Workforce Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Work is assigned by the supervisor in a broad outline and/or objectives. Work is performed independently with assistance given in unique circumstances, or on new or different assignments. Work is reviewed by the supervisor upon completion of assignments for compliance with general instructions, soundness of conclusions and recommendations, and overall effectiveness.
