Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. To perform advanced professional work with supervisory responsibilities for the extensively regulated School Nutrition Programs (SNP). Provide oversight of the School Nutrition Programs (SNP) which includes: the School Breakfast Program (SBP), School Lunch Program (NSLP), Afterschool Snack Program ASP) and Special Milk Program (SMP). Sponsorship in these programs is dependent on compliance with federal, and state regulations and requirements, approval/reapproval of annual application packet, accurate submission of claims for reimbursement, as well as compliance with reporting and program processes. This requires both federal and state regulatory interpretation and trend analysis so that Sponsors of the SNPs maintain compliance with regulatory requirements. Identify and address gaps with policy and procedure development and training. Ensure policies, procedures and training is provided to close and /or eliminate identified gaps to ensure regulatory compliance. |

Evaluates and interprets federal and state legislation, regulations, policies, instructions and guidelines pertaining to the SNPs and implements methods and strategies for ensuring compliance. Identifies gaps in internal Bureau of Food and Nutrition and School Food Authority (SFA) policies and procedures to ensure compliance with federal and state regulation and requirements. Identifies areas of non-compliance and prioritizes areas for improvement. Recommends, develops and implements internal and external procedures and systems to improve efficiency, compliance and tracking. Develops trend analysis of SNPs utilizing current software systems, spreadsheets and data. Complies and reviews data for complex reports pertaining to the SNPs in response to inquiries from advocates, sponsors, legislators, media, and other interested parties. Reviews and analyzes current participation data and develops an outreach plan to expand participation in the SNPs. Ensures program outreach and Sponsor information is provided. Represents PDE at meetings, conferences, workshops, and other venues to assist agencies in developing an understanding of their SNP requirements. Reviews and/or certify USDA reports for data integrity. Conducts Local Education Agency (LEA) site/building reconfigurations for SNP sponsors in electronic PEARS system as provided by PDE. Works with CN PEARS and other technology systems to ensure they are working according to program requirements and regulations. Identifies and communicates problems with the functionality and participates in the development of solutions, testing, and implementing system changes. Develops training materials and provides training to ensure sponsor compliance. Participates in annual review and approval of Sponsor Applications and Site Applications in CN PEARS for compliance with federal regulations. Communicates with sponsors and provides technical assistance to ensure Sponsor Applications and Site Applications are in compliance. Other duties as assigned or required. Work is completed with considerable independence. Reports directly to the SNP Supervisor. |
