Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is advanced professional work that assists in the administration of the statewide implementation of the Summer Food Service Program (SFSP). The SFSP provides operating and administrative reimbursement to approximately 200 agencies providing meals to children at over 1,700 sites throughout the Commonwealth. Reports directly to the SFSP supervisor.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews federal and state legislation, regulations, policies, instructions and guidelines that pertain to the administration of the SFSP. Assists in the development of state guidance for SFSP sponsors to implement the program in PA. Serves as a lead to assist SFSP staff with this process.

Along with SFSP Division Chief, Supervisor, and other SFSP and BFN staff, establishes operational objectives, goals priorities and timelines for the SFSP, including but not limited to food safety, procurement and program effectiveness.

Submits/Certifies FNS 418 participation reports compiled by the SFSP Team.

Responds to inquiries and provides technical assistance to SFSP sponsors, PDE and independent agency staff, and other interested parties regarding the SFSP. Compiles data and reports as requested.

In collaboration with SFSP and BFN staff, develops training resources and materials. Reviews and updates materials routinely to ensure they are reflective of the most current regulations and guidance.

Conducts training sessions and workshops for SFSP sponsors, interested agencies, program personnel to ensure compliance with program regulations and objectives.

Assists with maintaining and improving the SFSP technology and software system(s)by identifying potential issues, opportunities for improved efficiency, as well as conducting testing of new/changed features.

Assists with Analyzing current participation data and determines underserved areas.

Develops an outreach plan to expand participation in the SFSP. Conducts outreach meetings and activities as necessary.

Educates new Sponsors about the SFSP, Sponsor and Site requirements for operating the Program, guidance and regulations, and assists new SFSP Sponsors with the onboarding process.

Conducts Pre-approval onsite visits prior to granting final approval as it relates to the onboarding process for new sponsors.
Conducts onsite visits as required.
Assists the SFSP Division Chief and Supervisor with implementing the termination and disqualification process for the SFSP, ensuring compliance with regulatory requirements.

Drafts termination and disqualification notices for non-participating sponsors for supervisor’s approval.

Tracks sponsor success in development and implementation of a corrective action plan to address and resolve serious areas of non-compliance.

Evaluates on-going compliance referring non-complying sponsors to the supervisor for termination and disqualification.

Assists with compiling and analyzing data to assist SFSP Division Chief and Supervisor in the preparation of the annual Management and Administration Plan in accordance with federal regulations.

Conducts presentations, as requested, at meetings, conferences, etc. about the SFSP.
Updates SFSP trainings modules in Child Nutrition Toolbox.

Reviews sponsor application packet including: annual sponsor application, agreement, budget, management plan and site information for approval each year to participate in the SFSP. Ensures sponsor is not on IRS Revocation or National Disqualified list.

Assists with Site Monitoring and Administrative Reviews which includes conducting individually or as part of a team sponsor Site Monitoring and/or Administrative Reviews. Determines corrective action, issues corrective action to sponsor and approves corrective action plans

Completes the SFSP claim reimbursement process including notifying sponsors of claims that are incomplete, pending or have a status of error. Prepares and submits the claim voucher transmittal (VT) process.

Attends bid openings for sponsors that are contracting the food service, as required by federal regulations.

Travels as required.

Performs related duties as required.
