Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is a management position that plans, organizes and directs all information technology (IT) activities for Engineering District 4-0. Functions as the District IT Coordinator between all internal District Divisions, Counties, Maintenance Districts, IED Delivery Center Technical Services Office (TSO), and the other Engineering Districts across the state. Provides advanced technical support for IT operations and improvements within the District and serves as the District point of contact for all IT related issues. Provides management and leadership to the District IT Unit which supports the IT needs of district and county staff and other remote PennDOT, DCED, and PEMA offices. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Functions as the District IT Coordinator by planning, organizing, and directing all IT activities of the District by acting as the liaison between the Engineering District, Maintenance Districts, and IED TSO. Develops and maintains effective working relationships with all. 2. Communicates IT related initiatives to District Executive Staff, County Maintenance Managers, and users by attending regularly scheduled meetings and formal email communications. 3. Supervises, plans, and schedules work, and evaluates performance for four IT Generalist 1s, contracted IT staff, and College Interns. Manages work for various areas of information technology including applications development/business process development, database administration, reporting, networking, mobile device management, client workstation support, printer support, and related administration services. Approves all requests for leave and payroll, and expense submissions for IT staff. 4. Perform as the primary district IT resource to support major incidents, address emergency issues, and/or site outages that may occur outside of normal business hours. 5. When required, actively participate in the performance of subordinate’s work consistent with operational and organizational requirements. 6. Create Annual Performance Standards for each IT employee, conduct quarterly reviews to discuss progress and opportunities, and complete written annual Employee Performance Reviews by established due dates. Complete and submit written annual accomplishments to Regional Manager. 7. Promote career development by actively engaging in succession planning by assessing potential vacancies, assessing the interest, availability, and readiness of current staff and candidate pools, identifying current and future critical needs and competencies. Promote knowledge management/transfer by cross training, process documentation, and team meetings. Work with each IT employee to complete and maintain a Career Development Plan. Engage employees and recognize them and their accomplishments. Encourages all employees to participate actively in quality improvement efforts, recommending and implementing new initiatives, reorganizing and redesigning existing functions to eliminate unproductive, inefficient or redundant operations, and to foster a sense of ownership and pride in both group and individual results. 8. Maintain current knowledge and ensure IED Delivery Center and OA procedures and policies related to IT are followed. 9. Develop an annual technology plan and IT budget to include recurring and non-recurring IT items for devices, software, telecommunication, and other IT initiatives for district and counties by working with management staff. Ensure both budget targets and annual district goals are achieved. Submit recommended IT budget proposal to counties prior to Spring county budget meetings. Present proposed budget to district and ITC management each Spring prior to annual SAP budget deadline. 10. Solicit requests from program areas through surveys, meetings, and/or unit reviews to identify data, hardware, and software needs; and work with the executive team to prioritize current and future needs and projects. 11. Automate business processes and reports; develop and maintain applications that will improve district operations, eliminate any duplication of data, and meet needs of the program area. Includes defining data needs, designing systems, mapping as-is and to-be workflow processes, and user and system documentation. New application systems are to be coordinated through District Application Development Team to avoid duplication among districts. 12. Support reporting needs using Business Warehouse (SAP), Crystal Reports, SAS, and SQL server. 13. Maintain an accurate inventory of all IT hardware (computers, printers, telecommunication equipment, wireless devices, cameras, local servers, file storage devices, fax machines, etc.), and software, including licensing information. Complete monthly audits and an annual physical inventory review. 14. Coordinate installations, configurations, testing, troubleshooting, repair and/or replacement of IT hardware, software, and local applications. Manage all IT support functions for the district office, counties, remote field sites (construction and stockpiles), Driver License Centers, Welcome Centers, and DCED and PEMA offices within the district, and occasionally neighboring districts when needed. 15. Coordinates and monitors vendor and consultant compliance for all contracted IT services. 16. Serve as District Client Services Coordinator responsible for managing the additions and removals of devices on the network, providing all client workstation support including re-imaging and on-site and remote trouble shooting. 17. Follows established IED and OA standard IT operating procedures and practices for device imaging, management, and compliance. 18. Serve as District Local Area Network (LAN) Coordinator responsible to work with IED TSO on planning, directing, installing, troubleshooting, and maintaining network hardware, software, peripheral components, routers, switches, UPS devices, premise cabling, and wireless infrastructure. Provides local server support at the request of IED TSO support personnel. 19. Support CADD program area by providing day-to-day hardware and user support for CADD workstations and large format plotter/scanner. 20. Serve as District Network Security Coordinator. Monitors devices regularly and addresses deficient devices that are out of compliance and applies appropriate security patches and updates within established timeframes. Investigates and cleans devices flagged for malware or viruses. Assists IED Security unit and HR with conducting investigations and analyzing data upon request. Authorize and request LAN access. 21. Serve as District Building Access/Security administrator responsible for the building access system which includes entry authorization schedules, fire alarms, and video surveillance systems. 22. Serve as District Telecommunications Coordinator by coordinating purchasing, administering district telecommunications and voicemail systems, VoIP, ISDN, analog lines, and wireless devices. Maintain proficient knowledge to support users, including appropriate application of policy. 23. Serve as District Mobile Device Management (MDM) Coordinator responsible for provisioning, deploying, training, monitoring, updating, and auditing all mobile devices used throughout the district. 24. Serve as District Web Administrator responsible for designing, developing, maintaining, or content management of District and County Intranet/Internet web pages. 25. Serve as District EFT and SharePoint Administrator responsible for designing, developing, maintaining, or content management of district and county sites. 26. Serve as District User Account Administrator responsible for requesting, authorizing, and managing requests for access of various enterprise systems (RACF, CWOPA, ECMS, EDMS/ECS, etc.) for all District and County users, including assisting users in removing revoked status, deactivating employees upon retirement and conducting user account audits. 27. Serve as the EDMS/ECS coordinator and/or provides system support for the district which includes providing training and QA. 28. Coordinate preparation of all purchasing documents for IT hardware, software and telecommunications. Work with procurement personnel to acquire IT hardware, software, and services, according to established procurement policies. Review and take action on invoices related to IT purchases within 2 days of receipt. 29. Define file structure/permissions on district shared drives and support the district’s Knowledge Management efforts. 30. Support and encourage the use of Single Point of Contact initiative by encouraging all users to utilize the IT Service Desk or Request for Service (RFS) web page to initiate all requests for IT service. Responsible for monitoring tickets and ensure IT incidents, work details, and resolutions are documented in Remedy tickets and processed within the required time frames and according to established protocol. 31. Manage all IT training efforts in the District and Counties. Solicit program areas to identify and prioritize training needs and develop training plans to meet the needs identified for enterprise IT systems, hardware, and software. Address needs by providing training directly, arranging for training through central office support teams, or arranging for outsourced training. Develop and/or assist in development of IT training class agendas. Support the District’s Employee Development program. 32. Instruct users on proper log on and shut down procedures, IT policies, and proper use of IT hardware and software. 33. Prioritize and complete assigned tasks by the due date and review any scheduling conflicts with supervisor. 34. Provide IT oversight and input during all stages of facility construction and renovation projects. 35. Provide IT support for the District’s COOP plan and ensure alternate sites are maintained with the identified IT needs from the plan. 36. Actively participate in the documentation and maintenance of floor plans that represent IT assets and infrastructure. 37. Provide IT support for the District’s Traffic Management Center, District Incident Command Center, ITS devices, and ATMS initiative. 38. Provide technical support, as requested, to project teams, or other district or statewide committees. 39. Performs other related duties as required. |

The IT Coordinator is responsible for prioritizing work assignments, assigning work to appropriate IT staff, developing schedules for completing assigned projects developing and implementing deployment strategies, determining the IT hardware, software, and training needs to support the district, providing recommendations on replacement or implementation of hardware and software, ensure equipment cycles are maintained, trouble shooting and developing solutions for IT problems in the District, and providing recommendations to maximize efficiencies. This position is also responsible for interpreting and applying IT policies to district and county situations. Matters with scopes outside the district, have impact to the enterprise network or global procedures are to be discussed with IED TSO Management. |
