Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Inspects and conducts accuracy tests on weighing and measuring devices used in commercial transactions; inspects packages and commodities packaged, sold, or offered for sale by weight, measure, or count; audits inspections of Certified Examiners of Weights and Measures; investigates allegations of fraud and abuse in sales of commodities sold by weight, measure, or count; takes enforcement action that includes marking the device as rejected, temporarily or permanently removing devices from service, or prosecutes through the use of citations, criminal and civil penalties or administrative proceedings; verifies price accuracy of PLU and/or UPC scanning systems; to otherwise verify compliance with applicable laws and regulations; participates in required technical training and interacts with industry representatives and the public; conducts biofuel and fuel quality assessments. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Adhere to Management Directives, policy statements, and work orders as required or directed. Pass the written test and hands on proficiency accreditation for each device type as required by policy and in accordance with guidance provided by the National Institute of Standards and Technology (NIST). Conduct technical inspections of all devices as outlined in the Consolidated Weights and Measures Act, Title 3 Pa C.S.A. Chapter 41 and 70 Pa. Code Section 1 - 101. Enforce laws and regulations as set forth in the Consolidated Weights and Measures Act, Title 3 Pa C.S.A. Chapter 41 and 70 Pa. Code Chapter 1 -101. Audits inspections conducted by Certified Examiners of Weights and Measures in accordance with established policies and procedures. Prepare and submit timely and accurate reports such as (but not limited to) device inspection reports, mileage reports, weekly reports, accident reports, incident reports, price verification reports, CEWM audits, fuel quality documents, biofuel quality documents, etc. Collect fuel samples and prepare related chain of custody documents in accordance with established procedures for fuel quality testing program. Identify and investigate violations of the Consolidate Weights and Measures Act. Prepare request for prosecution, citations, related documentation, and testify on behalf of the Commonwealth before the appropriate judicial authority. Enforce Seller, Installer, Repairer (SIR) and Weighmaster certification requirements as set forth in the Consolidated Weights and Measures Act, Title 3 Pa C.S.A. Chapter 41 and 70 Pa. Code Chapter 1 -101. Analyze work requirements, schedules work efficiently to maximize the use of time and equipment and minimize drive time when possible. Routinely discuss work requirements with supervisor. Use, maintain and account for assigned equipment such as computer, printer/scanner, cellular telephone, vehicle(s), trailers, test measures, weight kits, personal protective equipment, etc. Participate in safety awareness meetings/training and injury prevention activities. Utilize safety training while working. Represents the bureau and agency while performing all primary and associated duties, as such conducts him/her in a courteous and professional manner. Attend training, industry events, meetings and other activities as directed. Performs all other duties assigned. Continued from essential functions section 10.
