Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The primary responsibility of this position is to provide energy assistance in the form of Energy Assistance Benefits as federally mandated under LIHEAP. Job duties are carried out under the supervision of an Income Maintenance Caseworker Supervisor in the Cumberland County Assistance Office.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Complete all applications of eligibility for LIHEAP cash and emergency assistance. This activity requires reviewing mail-in applications and conducting face-to-face interviews with the clients for the purpose of obtaining necessary information and verification.

Utilize computer programs to gather necessary data from LIHEAP, CIS, IEVS and PACSES programs as needed to make eligibility determinations. Legibly complete forms, correspondence and narratives.

Responsible for timely rejection of all ineligible applications.

Recording all information and verification obtained from the client, on the appropriate form.

Required to analyze all information and verification for determining the correct amount of cash and emergency grants and take appropriate action through correct application of the final State Plan.

Work closely with Income Maintenance staff to obtain names of clients who might qualify for fuel assistance by virtue of being eligible for food stamps, cash assistance or medical assistance.

Updating all address changes.

Make appropriate referrals to other programs.

Determine the occurrence and circumstances of overpayments for benefits and make appropriate referrals to the OFAIR.

Prepare and process cases for refund reissuances.

Make all appropriate collateral contracts.

Available to answer questions from other agencies and the public, when information is requested regarding the Energy Assistance Program.

Conduct liaison activities with other agencies that are sources of income for applicants.

Maintain and follow controls for all pending actions.

Prepare and process proper notifications to clients.

Prepare and participate as an agency representative in client appeal hearings.

Maintain a daily log of activities.

Prepare reports as requested.

Prepare for and participate in individual and group supervisory conferences.

Participate in all training as needed.

Prepare timely responses for a variety of case audits and reviews.

Operate office equipment, PC's telephones, copiers/printers, scanners and facsimile machines.

Perform additional job-related tasks as needed.

Receive supervision from Income Maintenance Casework Supervisor (LIHEAP Coordinator) at Cumberland County Assistance Office who keeps employee informed of changes in policies and procedures that affect job responsibilities.
