Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists in the management of all program activities related to Fair Operational and Premium Reimbursements, FFA Reimbursements, 4-H Reimbursements, Statewide Ag Organization Reimbursements, and Capital Improvement Grants. Tracks and reviews applications for funding; ensures applications are complete and meet eligibility requirements as set forth in the Fair Act and associated regulations. Corresponds and collaborates with fair boards to acquire application materials and ensure compliance with state Premium Book Guidelines. Monitors grant program spending by maintaining a detailed database for each grant program. Tracks invoices, payments, and application statuses across all five grant programs. Prepares and reviews invoices; processes payments. Works with grantees and Comptroller Operations to resolve payment issues and blocked invoices. Serves as the liaison with the FFA, 4-H and Statewide Ag Organizations; Bureau of Animal Health and Food Safety. Remains a second point of contact for members of these organizations in addition to the Fund Administrator. May be called upon to conduct independent Fair site visits statewide to ensure compliance with the Fair Act. Devises educational handouts for the fairs on various topics, including animal health, alternative exhibition options for youth competitors, additional grant opportunities, and tool kits designed to help grantees manage various program elements. Develops trainings regarding fair best management practices, particularly in relation to livestock exhibition and housing, 4-H and FFA youth competition, fair week operations, budgeting, fundraising, and youth fair board establishment and development. Plans quarterly Fair Advisory Committee Meetings. Prepares meeting documents and minutes; handles Sunshine notice placements. Assists the Fair Administrator in preparing for events, presentations, and meetings. This includes the bi-annual PSACF zone meetings and PSACF Annual Convention sessions. Coordinates the Friend of the Fair Awards and Milestone Fair Awards. Accepts and tracks applications, works with the Fair Fund Administrator and executive staff to schedule award ceremonies during fair season. Presents Friend of the Fair awards as needed on behalf of the Department. Works with legislative staff to provide information on events in their respective districts. Coordinates the Youth Fair Poster Contest. Prepares rules and collateral Fairs can use to promote the contest. Receives entries for the state level competition at the PA Farm Show, manages judging of the posters, and is responsible for the design and set-up of the corresponding display at the PA Farm Show. Handles all correspondence with Youth Fair Poster Contest winners regarding their placings, attending the ceremony, receiving their prizes, and returning their posters. Coordinates with the executive office to create certificates. Assists in the production and printing of the Fair Guide Brochure, handwashing posters and other collateral related to Fairs. Other duties as assigned by the Fair Fund Administrator or the Bureau Director. |
