Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Transportation Technician is a beginning level position performing construction inspection activities and related duties.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides inspection services to ensure compliance with contract documents to meet Department goals of reduced cost while maintaining quality.

Reviews the documentation of work units completed, and materials used to ensure accuracy and conformance to Department policies.

Assists with the direction, coordination, and control of the District's field construction project records and documentation and assists with PennDOT Project Collaboration Center (PPCC), Electronic Construction Management System (ECMS), Labor Compliance, and EEO areas.

Assists with the inspection of any or all routine phases of highway construction work including checking grades, elevations and stakeout of roadway and simple structures.

Assists with the inspection of work zone traffic control signs and devices to ensure that they are placed and maintained in accordance with the Work Zone Traffic Control Plan and Publication 212, 213 or (Manual on Uniform Traffic Control Devices (MUTCD).

Performs routine mathematical calculations to determine consistency of materials being used, draws sketches, notes field plan changes and maintains consolidated inspection, progress and quality control reports associated with the work being accomplished.

Closely observes construction operations/plant operations/material testing and enforces contract requirements.

Reads, understands, and researches plans, drawings, cross sections, contracts, specifications, manuals and publications as required.

Assists with the inspection of and has the ability to inspect all items listed in Pub 408.

Prepares and maintains necessary documentation including: mobile computing iPad Applications, Project Site Activities (PSA’s), materials book, concrete/bituminous inspection books, plant diaries, straight line charts, and as-built drawings.

Performs construction project field office duties.

Provides assistance in the testing of materials and inspection of the work being performed. Interprets contract and Departmental specifications and requirements to the contractor in testing and sampling methods.

Function productively within winter assignment.

Perform other related duties as required.

Safety:

3. Immediately report to your supervisor any incident, unsafe practice, or near miss.
4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.
5. Evaluate the contractor’s operations:
•Immediately stop any unsafe actions.
•Engage in an ongoing safety dialogue with the contractor’s leadership.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review.

FLSA:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for 7.50 hour/day.

Essential Functions

 1. Travel across various types of terrain.
 2. Read, write, and speak clearly.
 3. Input/receive information utilizing electronic devices and a variety of software systems.
 4. Maneuver safely around moving traffic and equipment.
 5. React immediately to hazard warning devices, such as signs, sirens, and alarms.
 6. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
 7. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 8. Travel to inspection sites.
 9. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 10. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.
