Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The incumbent manages and oversees all drug and alcohol treatment licensing activities. Acts as principal advisor to the Secretary and Deputy Secretary on drug and alcohol quality assurance and program licensure issues. Develops, directs, and coordinates all activities of the Bureau through subordinate division chiefs in the Division of Licensing Inspection and Division of Licensing Operations. Ensures compliance with all Federal, regulatory, and commonwealth requirements. Develops, implements, and maintains policies and procedures to ensure efficient operations. Establishes and maintains quality assurance mechanisms for ongoing evaluation of Bureau performance that includes response mechanisms for identified problems. Develops policy recommendations for drug and alcohol treatment based on analysis of licensing and quality assurance activities and findings. Develops policy and recommendations for drug and alcohol licensing regulatory change based on review of inspection data, practice advancements, environmental changes, and other relevant factors. Routinely assesses work of divisions to identify areas where operations can be streamlined and better coordinated, including activities with other state agencies; takes action to address identified areas. Ensures the safety and quality of licensed services through subordinate division chiefs. Integrates Bureau’s work as appropriate with other Department functions to support Bureau activities and contribute to the overall performance of the Department. Provides consultation to other Department Bureaus and other Agencies regarding drug and alcohol treatment and prevention, including Federal, regulatory, and Departmental requirements and policies. Works with other state agencies, as needed, to create efficiencies and streamline activities. Approves licensure provisional enforcement actions with legal concurrence; recommends advance licensure enforcement actions to the Deputy Secretary and/or Secretary with Legal concurrence. Plans, organizes, and directs the work of professional and technical clerical staff engaged in developing, implementing, and maintaining efficient and comprehensive Licensing programs. |
