Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position, within DDAP’s Bureau of County Program Oversight (BCPO) in the Treatment Division, works directly with our 47 Single County Authorities (SCAs) by monitoring, guiding, supporting, and assisting SCAs through review of SCA Treatment Needs Assessments, SCA Treatment Plans and/or Updates. Onsite visits are conducted to review case management files as well as evaluation of case management and treatment activities in compliance with federal requirements. As a representative of the Department of Drug and Alcohol Services (DDAP), this position will perform professional, consultative and administrative work on behalf of and throughout the Commonwealth’s Drug and Alcohol Treatment and Service System. This position will plan, develop, and monitor programs associated with substance related and addiction disorders.

Description of Duties:

This position is responsible for collecting, organizing, analyzing and presenting data for planning, developing, and monitoring of public and private programs and initiatives associated with substance related and addiction disorders. This position serves as the project manager, as required for Federally Funded Grant Programs, which includes oversight, management and monitoring of all aspects of the contracted program, to include fiscal and programmatic components; as well as developing contract language, work statements and reports, conducting meetings and visiting project sites.

The position participates in the implementation and review of Funding Initiative Announcements to address statewide substance use epidemics. This includes the development of tools for assessing the applicant’s ability to respond to the crisis. The position monitors grants awarded to include use of program evaluation tools and metrics.

The position provides technical assistance to treatment and case management service providers in the development of policies and procedures to ensure program compliance to federal and state laws and regulations.

This position assists in preparing federal grant applications to receive funding for various substance abuse initiatives.

Ensure, in collaboration with Single County Authorities (SCAs), that Pennsylvania has a robust system of recovery services that support individuals in recovery from substance use disorders (SUD) on the dimensions of health, home, purpose, and community. Examples of work include:
• expanding and increasing the visibility of recovery support services around the commonwealth,
• creating linkages between recovery support services and other systems (e.g. physical and behavioral health, criminal justice) to ensure that individuals get the right help when it is needed,
• finding ways to connect individuals to recovery resources that give them the freedom to live a full life including recovery supportive housing, transportation, education, and employment,
• supporting the development of community-based recovery spaces, including mutual aid groups, recovery high schools, and collegiate recovery programs,
• promoting multiple pathways to find and maintain recovery, and
• working with communities and SCAs to help them achieve their recovery goals and overcome barriers between their recovery needs and available resources.

This position provides written reports for inclusion in the Department’s Federal Block Grant application as well as any updates that are required.
This position shall perform duties and responsibilities as follows:


• Lead committees, programs and workgroups, which includes collaborating, planning, participating, facilitation, preparing/submitting work plans, reports and summaries.
• Represent DDAP on inter/intra agency and/ or cross system workgroups, committees, meetings and events at the local, state and federal level.
• Develop and maintain positive working relationships with federal, state and local representatives of stakeholders, public and private agencies.
• Professionally respond to requests for information and/or assistance regarding case management, recovery, treatment services associated with substance related and addiction disorders.
• Other duties as assigned.

Monitor SCA case management and treatment activities then advise of identified areas in need of improvement and/or areas of noncompliance.
Make decisions and recommendations regarding SCA and provider compliance with contract requirements, policies and procedures
Monitor and make decisions regarding compliance with programmatic contract requirements.
Conduct review of budgets and invoices related to federal grant contracts and make preliminary approval decisions.
Identify and address problems, develop solutions and recommend methods for resolution of problems, individually and as part of a team.
Plans and organizes work to timely and effectively fulfill operational and customer service needs
Routinely exchange information with others through speaking, writing, and presenting, in an effective, timely, clear, concise, logical and organized manner
Prepare various types of reports for supervisor’s review and signature
