Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional, administrative, and analytical position responsible for the planning, development, implementation, and performance oversight of statewide substance use disorder and behavioral health grant programs. The position exercises independent judgment in developing and interpreting program policies, performance standards, and accountability frameworks that govern how grant-funded programs are designed, implemented, and evaluated across the Commonwealth. This role serves as a program authority for assigned initiatives, with responsibility for evaluating performance indicators, guiding resource utilization, and ensuring that programs meet federal, state, and departmental standards for program effectiveness, sustainability, and public impact. This position coordinates with federal, state, and local partners to establish and enforce program requirements, reporting requirements, and outcome measures. This position ensures program performance data is used to inform policy, funding, and program design decisions across the department. Through performance monitoring, technical assistance, and continuous improvement strategies, this position drives accountability, maximizes conditions for grant impact, and serves as a key advisor to Division leadership regarding program performance, risk management, and improvement strategies. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Leads cross-departmental and cross-agency collaboration to define, collect, analyze and report program performance data used to inform and provide oversight, guide the design of and improve statewide grant programs. Develops, interprets, and applies program policies, procedures, performance standards, and reporting requirements that govern grant-funded substance use disorder and behavioral health initiatives. Develops and maintains monitoring frameworks, tools, guidance materials, and templates that ensure compliance, accountability, and data integrity across funded programs. Conducts ongoing reviews of grantees and subrecipients to determine compliance with grant agreements, statements of work, reporting requirements, outcome measures, and prepares formal findings and recommendations. Evaluates grantee and subrecipient spending and program plans to ensure they are allowable, reasonable, necessary, and aligned with intended substance use disorder and behavioral health outcomes. Uses program performance and outcome data to identify trends, risks, gaps, and improvement opportunities and to recommend policy, funding, or program design changes to Division leadership. Develops, recommends, and monitors corrective action plans for grantees and subrecipients that fail to meet performance, compliance, or reporting standards. Maintains centralized systems to track monthly, quarterly, and annual performance, and outcome data for all assigned grant programs. Applies evidence-based practices to program policy planning and development. Leads the grant funding application process for assigned programs, including data-driven identification of needs, development of program models and evidence-based practices, drafting statements of work, and coordination of competitive selection processes. Uses statewide data, best practice, and performance results to design and propose new grant initiatives, service models, and performance measures. Ensures new and existing grant programs are aligned to department priorities, federal requirements, and measurable substance use disorder and behavioral health outcomes. Provides authoritative guidance, technical assistance, and training to subrecipients, partner agencies, and internal staff regarding program requirements, reporting requirements, and performance standards. Serves as a primary program liaison between the department and funded entities, resolving program issues, clarifying policy, and supporting continuous improvement. Leads and facilitates cross-agency meetings, trainings, and performance reviews to ensure program goals, data expectations, and accountability standards are clearly understood and applied. Develops, manages, and validates program performance and outcome data systems to support evidence-based decision-making. Prepares and presents formal performance reports, analyses, and briefings for Division leadership, executive staff, and external stakeholders. Uses data to inform funding decisions, policy development, performance management, and strategic planning. Occasional overnight travel. Performs related work as required. |

Researches and applies evidence-based and nationally recognized best practice to improve program effectiveness and accountability. Determines compliance status, identifies deficiencies, and directs corrective actions for subrecipients. Plans and organizes work to timely and effectively fulfill statewide operational and subrecipients needs and performance requirements. Routinely exchanges information with others through speaking, writing, and presenting, in an effective, timely, clear concise, logical and organized manner. |
