Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Directs operations of the Bureau of Operational Excellence by planning, organizing, and directing program support and quality improvement services provided for the delivery of prevention, intervention, treatment, and related activities. Oversees programmatic implementation of state and federally funded initiatives and projects, including the Substance Use Prevention, Treatment and Recovery Services (SUPTRS) Block Grant. Coordinates department-wide efforts to improve evaluation and outcomes for various initiatives, as well as for related education and training programs for substance use disorders (SUD) and problem gambling service providers, as well as affected stakeholders and other parties. Develops and implements administrative policy across multiple Divisions in the Bureau. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Develops, directs, and coordinates all activities of the Bureau through subordinate Division Chiefs and managers in the Evaluation and Improvement Division, Innovation and Learning Division, and Oversight and Monitoring Division. Directs, coordinates, monitors, and evaluates the delivery of quality improvement measurement and support services to ensure implementation of best practices and consistency with standards of professional practice. The incumbent establishes policies and processes for routine and ongoing analysis of all quality improvement activity findings to ensure Department policy, funding, and initiatives. Develops and oversees the implementation of policies as they pertain to drug and alcohol licensed treatment facilities and agency program services. Acts as principal advisor to the Secretary, Deputy Secretary, and other executive staff on quality improvement initiatives. Provides analysis to leadership on the programmatic impact of proposed federal and state legislation and regulation and manages agency initiatives. Directs the development and maintenance of an annual training plan, the review of existing training offerings, the identification of training needs, the inclusion and addition of new training material in accordance with best practices, and the ongoing evaluation of the plan’s efficacy. Reviews the functionality of the department’s Training Management System (TMS), identifies opportunities for improvement, and initiates and executes any necessary change orders. Directs the evaluation of grant applications as they pertain to the SUPTRS Block Grant and other federal and state specialty grants. Directs the programmatic implementation of related funds. Directs the analysis of data to evaluate program outcomes and inform decisions related to continued funding, system needs, and the achievement of departmental goals. Integrates Bureau’s work as appropriate with other Department functions to support Bureau activities and contribute to overall Department performance. Performs the full range of supervisory duties and other duties as required. |

This position makes decisions on the development and provision of quality improvement services, training opportunities, and program evaluation efforts. Work is assigned by the Deputy Secretary in the form of broad objectives and policy statements and reviewed through routine consultations and reports. |
