Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Perform a variety of duties in order to establish, execute, and continuously improve a statewide needs-based system of training for drug and alcohol professionals and stakeholders in Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Execute cyclical training needs assessment activities in cooperation with the Single County Authorities, provider organizations, contracted trainers, and other stakeholders.

Participate in the gathering of demographic data to identify core competencies of different levels of the workforce dedicated to substance-related and addictive disorders in Pennsylvania. Assess experience and turnover statewide to address workforce and succession planning in this community. Assist with conducting focus groups to obtain anecdotal information and insight that is important for decision making but not quantifiable. Record and organize information for use as a supplement to the formal needs assessment.

Provide input on the organization and content of the course catalog based on feedback received from trainees and stakeholders.

Develop curriculum to include outlines, course materials, instructor guides, learning activities, review materials, visual aids, and knowledge tests. Work collaboratively with subject matter experts to review new curriculum and confirm validity of information to be presented.

Review and revise existing training course materials for functionality and to ensure that information is in line with current trends related to substance-related and addictive disorders, both prevention and treatment.

Arrange, organize, and keep up to date all approved course materials in Sharepoint.

Participate in the process to ensure that courses meet the requirements established by all relevant certification authorities to accredit training events to meet continuing education and certification standards. Tailor courses to meet requirements or categorization.

Recruit instructors who meet or exceed established standards and requirements. Screen and select instructors, utilizing the appropriate contractual process for securing their services. Execute the Train the Trainer process, ensuring compliance with proficiency standards.

Evaluate performance of instructors and delivery of training materials. Prepare reports on deficiencies and collect quantifiable data. Revise course material that is found to be deficient. Follow through to ensure that all other deficiencies are corrected. Conduct re-evaluations as necessary.

Moderate classroom training being conducted by contracted instructors, and execute logistics of training.

Prepare new and existing courses for E-learning delivery methods such as live virtual classes and self-paced online modules in conjunction with the e-Learning Coordinator. Establish performance metrics to assess cost benefit ratio, customer satisfaction, and other outcomes. Make recommendations for re-engineering to address areas of concern.

Identify proprietary or copyright issues with training curriculum and materials. Take steps to ensure that DDAP materials are appropriately protected from infringement.

Execute marketing strategies to promote interest and participation in training programs.

Draft policies to provide clarity and formality to the section’s operations impacting stakeholders.

Execute several duties in the DDAP Training Management System, including course scheduling and logistics, participation in system enhancement, and utilize system data to develop strategies to address problem areas identified.

Establish and maintain effective liaison with agency staff, officials of other agencies, and professional stakeholder organizations, and clients.

Travel in the performance of duties, including overnight stays.

Perform related duties as required.
