Position Purpose:

This is a position in the Bureau of Health Promotion and Risk Reduction, Division of Violence Prevention and it supports the Department’s mission for reducing chronic disease prevalence rates through its responsibility for the program operations and implementation, stakeholder group, and evaluation activities administered by federal grant funding from the Health Resources and Services Administration (HRSA) and Centers for Disease Control and Prevention (CDC).

Plans and oversees implementation of needs assessments for primary chronic disease
prevention services related to oral health to promote healthy behaviors utilizing state and national data and assessments as well as Health Resources and Services Administration (HRSA), Centers for Disease Control and Prevention (CDC) and Association of State and Territorial Dental Directors (ASTDD) best practices.

Plans, coordinates, collaborates and implements initiatives that integrate prevention and
management of dental disease, including continual assessment as to the extent of
fluoridation efforts in community and school-based programs by partnering with community-based organizations and consulting with ASTDD, CDC and HRSA staff.

Manages the Department’s participation in the Centers for Disease Control and
Prevention Water Fluoridation And Reporting System (WFRS) through partnership with Department of Environmental Protection (DEP) and CDC.

Provides leadership to the Oral Health Stakeholders Group to implement, monitor, and evaluate the collective impact of statewide oral health interventions for Pennsylvania.

Analyzes policy issues and prepares recommendations for the Department’s executive
staff that impact the implementation of primary prevention initiatives and management of dental disease.

Demonstrates an understanding of and ability to interpret and communicate relevant and available baseline statistics that define the etiology of oral health; such as incidence and prevalence; populations disproportionately affected; and trends for effective communication to partners and collaborators.

Develops and communicates outcome measures to the CDC, HRSA, and the Department for compliance with federal grant funding by utilizing technical assistance and standard forms provided by funding organizations.

Ensures expenditure control of funds within the program, using spreadsheets and databases, and by working collaboratively with the Bureau’s administrative officer to comply to federal funding guidance.

Attends national and state conferences and meetings of professional, voluntary, community, and other health organizations to increase public health knowledge associated with oral health.

Travels throughout the Commonwealth and outside the Commonwealth as needed and upon request.

Collaborates with other state agencies, organizations, and local community groups to enhance public health approaches to oral health by participating in meetings, workgroups, and conducting presentations to inform about the oral health program and its benefits.

Provides oral health technical assistance and leadership to professional staff within the Bureau and health professionals throughout the Commonwealth by participating in meetings, workgroups, and conducting presentations to inform about the oral health program and its benefits.

Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time.

Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity.

This position reports directly to the Director of the Division of Violence Prevention.
