Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position conducts research and analysis that contributes to the development of agency budgets and to the management of dedicated transportation revenue sources. PennDOT has Commonwealth’s largest special fund budget with separate revenue sources for the various transportation modes and numerous allocations with statutory requirements based on those revenues. This position is the primary contact with various individuals also performing advanced technical work in the Department of Revenue, as well as in the Governor’s Office of the Budget and Comptroller Operations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Revenue Analysis • Reviews revenue deposits and distribution figures for reporting variances from projections, including BFM monthly All-Fuels Report distribution between restricted & non-restricted accounts. • Monitors daily and monthly cash flow reports and identifies deposit abnormalities from Department of Revenue SAP reports and Department of Treasury PeopleSoft reports. • Assembles fiscal data for use in budgetary evaluations and historical trend analysis and recommends growth factors for revenue projections to report current MLF status. Revenue Reports • Develops and uses SAP revenue reports to identify trends and determine current status and variance from previous years and official estimates • Provides informal reports to the unit supervisor that identify, explain and discuss variances • Prepares and reviews with the unit supervisor and bureau director the month-end revenue and expenditure status and issues report which is distributed to the department Secretary and Deputy Secretaries. * This position is responsible for the monthly transfer of MLF licenses and fees to the Multimodal Fund and to PTTF. Financial Statements • Reviews and adjusts timing or reporting anomalies to ensure the integrity of historical data for multiyear statistical analysis. • Uses historic financial results to develop trend lines for growth factors on specific revenue line items • Prepares various short-term (1 year) and long-term (5-year) financial statements used in budget preparation, program decision-making, and long-range planning for review by the unit supervisor and to support budget division chiefs. • Prepares all necessary supporting documents, reports and the analysis necessary for the correct compilation of the Motor License Fund financial statement for review by the unit supervisor and to support budget division chiefs. • Coordinates with Office of the Budget on the creation and reconciliation of the financial statements used Department of Transportation budget requests and in the Governor’s Executive Budget. Special Projects • Undertakes special projects that involve research, analysis, and presentation components. • Conducts research to answer information requests from department executives, other department organizations, the Department of Revenue, the Office of Budget, the media, stakeholder groups or other interested parties. • Develops materials for use in fiscal-related presentations made for department audiences or for department leadership to present to outside groups. • Reviews pending and proposed legislation for impact on department revenue and cash flow. • Other duties as assigned |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. In accordance with the budget cycle calendar, this position prepares revenue estimates and financial statements while analyzing revenues and cash flow for unexpected results. For daily and monthly revenue reports, findings and recommendations are prepared and presented to the unit supervisor. These tasks are completed independently with findings and recommendations presented to the unit supervisor for review. In addition, this position participates with the unit supervisor, division chiefs and bureau director in a team approach toward developing overall budget development and monitoring recommendations for the Deputy Secretary for Administration. |
