Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Bureau of Forestry’s Minerals Division oversees and implements the Oil and Gas Leasing Program on State Forest Lands which includes natural gas production and storage leases, public streambeds, Act 147 (other Commonwealth owned lands), and hard minerals. These programs generate significant revenue that is deposited to the Commonwealth’s Oil and Gas Lease Fund. The Minerals Division has a duty, to the Commonwealth trust, to ensure proper compensation for these public resources and contract compliance, through the division’s auditing and accounting programs. This position performs analytical, developmental and evaluative work within the Minerals Division’s audits program. This position serves as the lead for all internal and external audits associated with resource extraction and revenue generation from programs managed by the Minerals Division. The position assists with determining the scope, timing, standard operating procedures, and controls when auditing the businesses, programs, and contracts associated with conventional and unconventional natural gas development, hard minerals, gas storage, royalty revenue and sales prices, reported volumes and quantities, and third-party reports to determine contract compliance and appropriate Commonwealth compensation for resource extraction. This position is responsible for the verbal and written communications with management staff and operators pertaining to all recommendations, adjustments, and final reports concerning audit findings. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Develop and maintain comprehensive processes and guidance documentation to describe the phases of audits including contracting, auditee selection, audit scope selection, auditee engagement, data transfer, communication standards, record retention and organization, data analysis including standard examination of NRIs, sales price, deductions, resource use, interim resolution of questionable variance, final reporting, and reconciliation. Initiate, conduct, and finalize audits of the business entity or individual lessee to ensure proper compensation and contract compliance for the resource extraction activities afforded by the lease. Perform entrance and exit conferences related to the audits, as well as on-site interviews with representatives of the operating company, to gather information during the audit process and communicate findings and recommendations. Ensure production statements and royalty payment statements accurately reflect the correct dollar amounts that are owed to the Commonwealth based on the production volume, sales price, net royalty interest rate, unit interest rate(s), deductions, and minimum royalty price. Investigate any deductions shown on royalty payment statements and communicate issues to operators. Ensure collected royalties are based on the correct market price and volumes reported by the operator have been measured according to lease provisions. Analyze and audit complex financial oil & gas production and royalty payment statements submitted to the Commonwealth by oil and gas lessees for accuracy and compliance with lease terms. Establish a schedule to ensure audits are conducted in a timely and appropriate manner. Arrange and conduct field visits to natural gas well pads and compressor stations to observe and document metering infrastructure being utilized. Request necessary information from lessees to support internal and external volume and price audits. Prepare draft and final audit reports to support internal and external audits. Manage third party volume and price audits for progress and deliverables. Develop and communicate recommendations and findings through a final report, to facilitate operator compliance with lease and law, and oversee settlement to ensure proper compensation to the Commonwealth. Coordinate with management and legal counsel to enforce terms of lease agreements when lessees are non-compliant. Assist with the development, negotiation, enforcement, and tracking of settlement agreements with lessees that are a direct result of audit activities. Manage and maintain operator submitted records to ensure financial data integrity. Maintain a record of all recoveries made through auditing processes and assist with development of internal reports to management and executive staff related to audit program results and activities. Utilize Microsoft PowerBI and the Minerals Financial Database to query and export data associated with production, royalty payments, and other data associated with audits. Prepare requests for proposals (RFP) and requests for quotes (RFQ) through Procurement to support audit program needs. Serve as a liaison and point of contact for third party contractors who are providing audit assistance. Review audit reports issued by third party partners to determine the adequacy and conformance of the reports to program standards, policies, and contractual obligations. Assist with the management of internal and external data, correspondence, and miscellaneous files in accordance with established internal processes and Department protocols. Assist with the management of the division's financial database that contains information such as leases, tracts, pads, wells, bonds, units, rentals, gas storage fields, production volumes, and all royalty statement details. Assist with responding to Right-to-Know Law requests. |
