Position Purpose:

Serves as the Executive Director to the PA Military Community Protection Commission and directs all day-to-day operations of the Commission.

Functions as the Chief Operating Officer for Military Community Protection Commission

Develops and directs the implementation of the Commonwealth’s strategic goals and objectives to promote, enhance, and retain the military installations and organizations within Pennsylvania.

Develops and implements policies, programs, procedures and strategies to retain and enhance the military installations and organizations within the commonwealth.

Recommends and implements programs and strategies to attract Department of Defense and other federal missions and organizations to the military installations and organizations within the commonwealth.

Plans, organizes, and directs the work of the Commission supporting missions, operations and goals impacting community and economic development activities as it relates to the retention, expansion, and enhancement of the state’s military facilities and personnel.

Has overall responsibility for the direction and management of all relative activities.

Develops, recommends, and implements policies, procedures, regulations, standards, and guidelines to manage program activities affecting any action taken by the Department of Defense, the Departments of the Air Force, Army, Navy and Commandant of the Marine Corps for the active, reserve and National Guard installations and organizations located in the Commonwealth of Pennsylvania.

Reviews proposed legislation for possible impact to the state’s military facilities and personnel.

Interfaces with members of the Pennsylvania Congressional Delegation.

Interfaces with members of the Pennsylvania State Senate and the Pennsylvania State House of Representatives.

Interfaces with research, manufacturing and educational entities with the long-term goal of enhancing the future operations of the military installations and organizations within the Commonwealth of Pennsylvania.

Collaborates with and advises high-level department officials, other state agencies, company executives, directors of economic development, service providers and others as required.

Establishes and maintains a close working relationship with federal partners, and inter- and intra- agency partners affecting the military installations and organizations in Pennsylvania.

Coordinates, oversees and directs the release of public information relating to Base Realignment and Closure process.

Acts on behalf of and in lieu of the Lieutenant Governor on matters related to the Pennsylvania Military Community Protection Commission when directed by the Lieutenant Governor or as required.

Supervises clerical staff, either directly or indirectly, in the performance of clerical duties for the Program.

Performs other duties as required.

Directly and indirectly supervises a professional and technical staff.

Acts on behalf of the Lieutenant Governor, Chairman of the Pennsylvania Military Community Protection Commission as directed or as necessary.
