Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Central Regional Strategic Environmental Management Program (SEMP)/Municipal Separate Storm Sewer System (MS4) Advisor is a key resource for compliance with environmental regulations in Maintenance and ensures implementation and improvement activities are effective in PennDOT Engineering Districts 2-0, 3-0, 8-0 and 9-0. The Advisor ensures administrative processes, PennDOT contract requirements, and regulatory and publication requirements are adhered to by Maintenance for the MS4/SEMP areas. The position assists District and County Management on interpretation of regulations and conducts Quality Assurance (QA) reviews to ensure compliance, communicate results, and recommend corrective actions. The role reflects the department's commitment to the environment.

Description of Duties:

Performs a variety of duties associated with the EMS and Stormwater Programs within the Maintenance Technical Leadership Division, Stormwater Section of the Bureau of Operations.

Serves as a liaison between the Department's Central Office maintenance organization and District/County design, construction and maintenance organizations.

Performs SEMP & MS4 quality assurance reviews in a geographic region of the state on design project record retention as it relates to PennDOTs MS4 permit, stormwater control measures on construction projects and maintenance field activities and/or other field operations as assigned; QAs reports written by district SEMP & MS4 positions.

Travels frequently to locations within the assigned region to conduct QA reviews for MS4 and SEMP and communicate results to management.

Provides expertise and guidance on compliance with regulations and internal policies. Conducts analysis of SEMP and MS4 reporting. Approximately 80% of time will be spent in the field performing reviews, providing operational guidance to county staff, and working with district management in providing guidance.


Provide written reports to the Stormwater Section Chief on all meetings to ensure attention is given to all issues and concerns addressed.

Review Compliance Audit trends to identify non-compliance and advise on-site supervisor of deficiencies to improve work practices.

Identify areas of non-compliance with maintenance policies, assist county management in identifying root cause of non-compliance, and recommended course of action to correct. Facilitate development of action plans and provision of assistance between maintenance organizations.

Compiles and analyzes data on budget requests, budget estimates, contracts, past and current spending trends, etc. to prepare budget requirements for impacts related to Stormwater compliance.

Conducts follow-up reviews of corrective actions

Reviews Notice of Terminations and MS4 Inspection reports to identify non-compliances and act as advisor to Districts.

Document/report on deficiencies and potential best practices observed during the review of the county operations. Communicate best practices to District Executives, Assistant District Executives - Maintenance, and County Managers when appropriate.

Develop recommendations for improving training and/or manuals, bulletins, publications and policies by aggregating and analyzing non-compliance data and identifying and documenting issues with regional impact.

Prepare reports relating to stormwater and SEMP implementation and compliance activities.

Serve as subject matter experts in selected area(s) as designated by supervisor

Assists with the implementation of new technology, materials, products, and/or procedures by developing training programs, making presentations, and revising policy manuals or other documents.

Provides training to District/County personnel including classroom training or hands-on field training.

Performs special assignments as directed which may include short and long-term assignments to other units, bureaus, counties, districts, departments, and agencies due to declared emergencies or severe weather events.

Participates as a team member with other personnel on Central Office teams, task forces, and gap teams in the assessment, development and measurement of training. Participates in the development and presentation of maintenance training to PENNDOT workforce and agility partners as appropriate.

Collects and catalogs information and data as required for verification of changes to Publication 23, Maintenance Manual, Publication 584 Drainage Manual, Publication 752 Strategic Environmental Management Program Manual, and Publication 464 Maintenance Field Guide.

Assists in technical research and drafts responses to internal and external customer inquiries.

Considerable time in the field (specified Districts) is required; incumbent may depart from home to field location and then return home at the end of day, or may be in an overnight travel status. It is expected that incumbent schedule field activities to make efficient use of travel time. Travel expenses will be reimbursed.

Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives.
Attends environmental training designated for this Working Title.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

The incumbent will function with substantial independence. Assignments are provided by the Stormwater Section Chief in specific and general terms, verbally and in writing. Work is conducted independently without specific direction from the supervisor. Work results are reviewed in detail with supervisor.

Incumbent will communicate frequently with Central Office and District Leadership including District Executives. Incumbent will assist District and County Leadership in the implementation of SEMP and MS4 requirements.
