Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for providing technical advice and guidance to hiring managers regarding NEOGOV hiring options associated with posting and filling vacancies, as well as interviewing and selecting candidates, as part of the DCNR/AG/MB Human Resource Office.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Ensures a cohesive and consistent approach to hiring activities that align with policies and processes.

Creates all NEOGOV requisitions for approved to fill vacancies to ensure accuracy and consistency. Routes to agency for appropriate approvals.

Researches and evaluates all available data such as posting history and develops appropriate strategies to establish an optimal candidate pool. This will include posting options, appropriate next lower classes, expanded rule, seniority, etc.

In consultation with hiring manager, completes Job Posting Form and/or Exam Development Form as appropriate to target desired candidates. Attaches completed form(s) to approved NEOGOV requisition and routes to the Bureau of Talent Acquisition’s (BTA) Posting Development Division.

For non-civil service (NCS) vacancies discusses skill set needed for the position; provides guidance to hiring managers on requisite qualifications (additional requirements) versus preferred qualifications.

Updates position status in ServiceNow after each action to provide accurate and timely information to business partners and hiring managers.

Maintains vacancy status reports to meet the needs of assigned agencies to better manage the filling of vacancies.

Assists hiring manager with developing interview questions and criteria. Provides examples and guidance to ensure questions are work related and appropriate based on skill set needed to perform assigned job duties.

Receives appointable candidates from BTA’s Referral, Audit, and Policy Support Division. Moves appointable candidates to interview step in NEOGOV. Works with hiring manager to set up self-scheduling in NEOGOV and sends notices to appropriate applicants. Follows up and sends second notice if needed.

Receives and reviews candidate recommendations, interview evaluations, and posting criteria to ensure legal appointments. Reviews the job-relatedness of criteria used, appropriateness of questions being asked, and consistency of ratings against criteria.

Receives and reviews recommendations on bypassing veteran candidates for NCS jobs and provides guidance on appropriateness of request.

In consultation with hiring manager, and as appropriate, determines salary recommendation and/or proper salary placement in accordance with the multiple union contracts. Completes Salary Determination Form for new hires in management-level externally posted positions and for internal management-level placements to Bureau Director or equivalent and above.

Annotates NEOGOV referral lists. Moves selected candidate to hire, verifies complement, and completes conditional job offer. Provides accurate and timely communication of conditional offer and final offer email notifications.

Performs required background checks of selected candidates for hire to ensure all applicable federal and state laws and regulations, as well as commonwealth policies, are met. This includes criminal background checks, child clearance checks, etc. Obtains approval to employ candidates with criminal convictions or other concerns based on job relatedness and makes employment recommendations to hiring managers.

Reviews criminal conviction information to determine if nexus between job and conviction(s) exists, for supervisor review.

Prepares approval to appoint (ATA) requests for submission via the ATA system and monitors to ensure responses are received.

Log all hire/not hired candidate information in to the Pennsylvania State Police’s (PSP) Municipal Police Officers’ Education and Training Commission (MPOETC) website to ensure compliance with Act 57. Notarized hiring report forms are to be uploaded, when applicable.

Receives Position/Personnel Action Request (PAR) worksheets and enters information into Fill a Vacant (FAV) PAR in order to process hire actions for assigned program areas. Processes annuitant and senior level hires by submitting appropriate documentation with PAR actions. Ensures PAR actions are entered accurately and timely.

Negotiates hire or transfer dates with appropriate personnel of selected candidates for hire.

Reviews List Removal Requests to determine if there is appropriate justification to request removal; prepares and submits requests for supervisor review.

Assists with the delivery center intern programs.

Works with the Bureau of Enterprise Recruitment on various recruitment events to include the coordination of mass posting and recruitment efforts.

Participates in discussions with department representatives to gather current and anticipated hiring needs and provides options in accordance with Commonwealth rules, regulations, and policies.

Researches issues and problems relating to areas of responsibility, makes recommendations for resolving problems, and implements agreed upon resolutions as appropriate. Consults with supervisor on areas of concern to ensure best possible outcome.

Performs other related duties as assigned.

Provides interpretation and guidance to assigned program areas in relation to Act 71, Civil Service Reform Regulations, the Personnel Rules on all matters related to hiring, and employment-related management directives, policies, and procedures.

The employee works independently but has supervisory oversight on work duties.
