Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manages the investigation of gas migration and water supply investigations within the Northwest district. Provides oversight, as needed, for oil and gas well plugging activities conducted pursuant to the "Infrastructure Investment and Jobs Act" and/or other similar federal or Commonwealth well plugging initiatives. Directs the work during gas migration and water supply investigations. Ensures consistency in approach and process by all staff working on water supply investigations, gas migration investigations and well plugging projects within the northwest district. Tracks investigation progress and ensures timely determinations are made and appropriate action is taken in follow-up. Acts as geologic advisor to the Compliance & Monitoring Section on geologic matters related to proper equipment on oil and natural gas wells. Prepare expert reports of geological facts and recommendations. As required, participates as an expert witness at hearings for the Bureau under Act 13, Act 214, Act 359 and Act 394. Interprets rules and regulations and provides information to industry, individuals, and governmental agencies. Provides cross-training and technical assistance in geologic matters related to oil and gas operations to other Department staff. Maintain in safe and proper working conditions all equipment which is assigned to assist in project work. Submit necessary administrative reports and forms. Attend required staff meetings. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. |

Work with discretion within a broad program directive. Review problem cases as they arise and review the weekly and monthly reports and statistics of work performed. |
