Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position involves work of a highly independent nature, working directly with the Division Directors and Section Chiefs. The incumbent interprets CMS federally mandated initiatives and impacts to DHS. This position's primary responsibility is to support T-MSIS (Transformed Medicaid Statistical Information System), a CMS (Center for Medicare & Medicaid Services) mandate, that impacts DHS' FMAP (Federal Medical Assistance Percentage). As such, there is a high level of accountability and responsibility associated with this position. A reduction in FMAP is a penalty that CMS could impose if T-MSIS requirements are not met. This position also has additional reporting responsibilities with Management and Administrative Reporting (MAR) and is responsible for inputs to Advance Planning Documents (APDs) and Implementation APDs (IAPDs). The incumbent is also responsible for helping with the T-MSIS change order workload, prioritizing it by data quality issues, and ensuring that appropriate staffing is assigned to work on the change orders, in conjunction with the assigned subject matter resources in BDCM across divisions. The incumbent creates status reports and maintains project and change order documentation. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Act as team member for the following projects and future projects as assigned. Project team member for T-MSIS which is a CMS Federally mandated initiative. Analyze and interpret mandated federal regulations to gain understanding of the scope of the project and how the mandated changes impact Pennsylvania’s MMIS and Eligibility reporting to CMS. Research and identify options available to complete the required tasks. Meets with Department Executive staff to determine the best option. Create and update as needed the Project Work Charter. Identify key stakeholders of the project. Based on federal regulations, create presentations for executive staff to introduce and provide current status of the scope and status of the project. Establish, maintain, and monitor the project work plan and milestone plan. Facilitate project meetings by developing agendas, leading the meetings, recording progress made, documenting key decisions action items and assignments, and keeping an issues log. Follow-up on progress of issues identified with those assigned tasks. Helps with project status meetings with departmental, contract staff and CMS staff. Manages T-MSIS Outcome Based Assessments (OBAs) and Data Quality Issues (DQs), and works with business partners to resolve the issues. Ensures the timely completion of all T-MSIS related work and change orders in order to avoid CMS FMAP reduction. Serves as an agency subject matter expert on T-MSIS program requirements and responds to inquiries regarding program information. Provides consultation and expertise to the Office of Children's Health Insurance Program (CHIP) in the interpretation, and evaluation of the T-MSIS project related to CHIP reporting. Provides input for APD development regarding staffing, project timelines and proposed budgeting requirements. Assists with the outcomes and content development related to the submission of APD and IAPDs, updates, and reallocation requests to CMS for enhanced federal funding, following the APD and IAPD process managed by the Division of Systems Monitoring and Oversight in BDCM. Receives and responds to CMS Project Management and Technical Advisor questions. Interacts with CMS and CMS' contractors, via meetings and as related to MACBIS and Atlassians tools. Creates business requirements documents associated with the project. Reviews and approves other business and technical design documents written by others associated with the project. Reviews, analyzes and evaluates the project to assess the extent to which goals and objectives are being met and determine impact and effectiveness of the project in meeting T-MSIS requirements with CMS. Meets with Departmental and Contract staff to review policies and write procedures for the project. Evaluates and analyzes system issues identified. Meet with contract staff and departmental staff to work through resolution of issues. Follow-up with CMS Technical Advisor to discuss the defined resolution. Evaluates and analyzes CMS changes and releases to determine impact of the project. Provides answers and updates to the Division and Bureau Directors, proactively elevates any identified issues that impact the project resources and implementation timeline. Review and analyze test case results as provided by the MMIS and Eligibility contractors. Reviews, analyzes and evaluates ongoing programs and new initiatives to determine impacts related to the T-MSIS data project. Develops written reports, charts and presentations, and other correspondence as related to the project. Prioritizes work done by the MMIS and Eligibility vendors to support T-MSIS, in order to address T-MSIS changes found by CMS as data quality issues/OBAs. Team member with MAR and serves as MAR liaison between program offices and MMIS contractor. BDCM team member in all requirements sessions related to the MAR processes. Reviews and analyzes all MAR related MMIS change orders (COs) and business requirements documents (BRDs) submitted by the program offices. Reviews, evaluates and analyzes ongoing programs and new initiatives to determine impacts related to MAR. Develops and maintains documentation. Participates in the analysis of federal regulations to develop policy recommendations, procedures, and programming plans, as well as to gain an understanding of the scope of the project and how to implement changes in Pennsylvania. Performs Business Relationship Management which is a formal approach to understanding, defining and supporting business activities by serving as the liaison between the business units and the IT areas that support them. Performs other related work as required. Reports potential risks, issues or concerns to management. Requests additional resources as needed to support project work. |

Can decide based on the workload, what work can be assigned to BDCM subject matter designated resources and contractor staff, in conjunction with contract staff assigned to help manage that workload. Can decide to recommend closure of items to CMS. Can approve BRDs, BDDs, test cases and promote items to production. Can approve resolutions recommended by MMIS vendor to start work on changes orders related to T-MSIS. Can approve research to be done by MMIS and Eligibility vendors to analyze new data quality issues. Provides resolutions to the Eligibility vendor as needed to resolve any OBAs or changes as required by CMS. |
