Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assists the Environmental Group Manager in the implementation of duties of the Compliance and Data Management Division. Work involves the implementation, evaluation, and enforcement of statutes, regulations, policies, and procedures pertaining to the Bureau of Oil and Gas Planning and Program Management. This position will focus on compliance and data management of operator submitted data through various electronic reporting applications within the Oil and Gas Program.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Compiles, analyzes, and presents technical data and recommendations for the planning, implementation, and evaluation of the statewide Oil & Gas Program (“Program”).

Evaluates Bureau forms, reports, training modules and suggests improvements, when appropriate, to assure effective implementation of the Program’s duties and responsibilities.

Develops new or updates existing, or coordinates the development or updating of: Forms, publications and fact sheets for the division including, but not limited to, instruction for use of various data systems & applications used by the Program for both internal and external users.

Display knowledge and proficiency for database management systems to include: eFACTS, OnBase, ePermitting, eSubmissions and Oil and Gas Reporting Electronic (OGRE).
Use Internal & external reports, Pa Oil & Gas Mapping & EDWIN to locate and export data for analysis or for responses to inquiries from the public, industry, and other government entities.

Prepares, reviews, and analyzes reports of regional or district activity to determine the work being performed, program trends, and program effectiveness.

Develops and coordinates training for program staff, operators, consultants, interest groups, and the public on the following systems related to oil and gas activities:
1) Data systems utilized by the Program
2) Revisions to Forms
3) New Regulations
4) Oil & Gas Greenport Applications

Conducts program evaluations and develops quality assurance plans on the proper use of the data systems & electronic applications utilized by the Program.

Develops statewide policies, procedures and rules for data entry and management for the Program.

Evaluates and ensures statewide policies, procedures, and rules are implemented appropriately and consistently across districts.

Develop, implement, and evaluate the surveillance, compliance, enforcement, and reporting elements of the state-wide Program.

Evaluates the education and training needs of field staff and develops, recommend and/or obtain appropriate training to address deficiencies in knowledge or skills.

Reviews, investigates, and prepares responses to public concerns for oil and gas well development, complaints, and compliance issues.

Develops technical program guidance for the consistent interpretation and application of rules, regulations, policies and procedures and its data representation.

Develop public information documents, such as fact sheets, newsletters, and brochures to explain program functions and activities. Prepare letters, reports, and correspondence to exchange information with industry and the public.

Conducts routine compliance checks for various online reporting requirements related to the Program to include but not limited to annual and monthly production and waste reporting, mechanical integrity assessment reporting, Act 9 reporting.

Answers questions and responds to inquiries from the public, industry, and other government entities regarding statutes, regulations, policies, and standard operational practices pertaining to the Program. This can be through direct contact and/or by presentations, written publications, and fact sheets.

Performs benchmark comparisons with other state programs and present findings and recommended best practices to Program Managers.

Provide technical and compliance assistance to regional/district staff on specific complex enforcement issues associated to electronic reporting requirements.

Reviews proposed legislation for possible impacts on the Program and makes recommendations regarding the position that the Program should take on the proposed legislation.

Prepares the development and drafting of new statewide regulations and policies to ensure the information data capture needs of the Program are incorporated.

Recommends and coordinates electronic application and data system upgrades and improvement to ensure the data needs of the Program and public are met.

Promotes Bureau policies and assists the Manager in the direction of the Division.
Prepares Weekly Report items for the Division.

Conducts and coordinates special projects and carries out other duties as assigned by the Manager.

Represents the Program on special committees and in dealings with federal or interstate agencies.

Provide expert testimony at administrative hearings and other legal proceedings.

Operate a motor vehicle to travel to various work sites, or for overnight meetings/training.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
