Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position serves as an analyst in the Talent Management Division in the General Government HR Office and is responsible for performing operational responsibilities and supporting talent acquisition, complement management, and consultative support for an assigned group of state organizations. The General Government HR Office provides HR support to seventeen diverse agencies some of which are under the Governor’s jurisdiction and some that are independent. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists the Talent Management Division in the implementation of specialized enterprise projects per guidance from the Office of Administration or Governor’s Office. Conducts outreach and follow-up with agency supervisors and HR representatives regarding their talent management actions and assists in researching issues in conjunction with agency team members. Responds to complement inquiries and conducts research of authorized and established complement levels including salary, wage and recruitment positions. Performs Talent Acquisition responsibilities relative to facilitating agency hiring requests received via ServiceNow (SN), assigns SN Post a Vacant Tickets within team, prepares applicant referrals for agency review, assist in preparing interview self-scheduling, and trouble-shoots Bureau of Talent Acquisition inquiries. Generates and distributes complement reports on a regular and ad hoc basis. Performing operational processing, tracking, and research relative to employee and position actions within the Personnel Action Requests resource account, reporting tools, and Employee Resource Center/AskHR system. Responds to, researches, and completes outreach to address client agency and other HR Office questions and inquiries made to the GG HR Office in consultation with the Talent Management Division Chief. Maintain updates to the agencies’ HR Liaisons agency points of contact listing and assists in providing updates on OA Management Directives and policies and procedures, HR Enterprise projects and programs, liaison assigned roles and responsibilities and newly implemented and anticipated OA initiatives per Talent Management Division Chief guidance. Schedules quarterly agency business meetings, researches content, and formats PowerPoint presentations. Utilizes SAP, IRIS/Access, Power BI and HR Systems Dashboards to source and query/access data for reporting, projects, and recordkeeping. Performs other duties as required. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The incumbent of this position performs the above duties and responsibilities with general direction. Most day-to-day actions of the assigned programs are handled independently with regular and on-going communication with Talent Management Division Chief. Issues with cross-organizational implications, of a sensitive nature or involving other aspects of HR programs are discussed with supervisor and/or reviewing officer. Coordination, communication, and the effective accomplishment of work are all subject to general supervisory oversight and review. |
