Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a human services position assigned to the Division of Automation, Planning and Support (DAPS), Bureau of Program Support (BPS), Office of Income Maintenance (OIM). The main function of this position is to provide implementation support in the development and maintenance of automated systems that support highly complex benefit entitlement programs administered by OIM, including Cash Assistance, SNAP, Medical Assistance, LIHEAP, and others. These automated systems have a critical impact on the program benefits for Pennsylvania citizens and are used by approximately 6,500 local county assistance office (CAO) workers at over 70 sites throughout the Commonwealth. These systems implement the policies for the programs administered by DHS. The work performed in this position includes interpretation of current and new regulations and/or policies, analysis of business processes, recommending new or modified systematic behavior, and coordinating the development and maintenance of new or modified computer applications to support the efficient administration of OIM benefit programs. Work includes ongoing information technology support through hands-on application testing, evaluation, recommendation, and guidance for problem resolution, support for field staff, and the development of written procedures, forms, and operational announcements and instructions. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews state and federal regulations, OIM policies, business processes and departmental objectives to help identify needs for automated systems. Works with contract staff to define business and system requirements to help develop requirement documentation that implement new or modified policies. Reviews user requirement documents for accuracy when implementing new and modified technology functions. Conducts and attends meetings with Bureau of Policy staff, Bureau of Operations staff (Operations), Division of Staff Development (Training) staff, technical staff, and contractor staff to analyze, evaluate, and recommend technology options and define optimal solutions. This also includes developing and delivering presentations to groups of users, co-workers, and management staff to present new and revised technology applications. Works with technical and contractor staff to transform user requirement documentation into application design through review of proposed application screens and clarifies the identification of data elements, edits, and data relationships for those screens. Develops written test cases and conducts hands-on testing of new and modified software to ensure programming accuracy prior to statewide implementation. Provides analysis of these specifications are tracked to evaluate the overall effectiveness of the software and corrective software behavior is documented as necessary. Coordinates with BIS and contractor staff in the resolution of problems identified during testing to assure an accurate and effective implementation. On an on-going basis identifies general and unique processing situations for use as control data to monitor the accuracy and efficiency of the system. Supports and participates in onsite pilot tests of proposed applications at local CAO sites. These pilots, conducted in conjunction with CAO staff, test and evaluate the business processes, operating procedures, and system software to ensure readiness for statewide application. Coordinates communication to ensure modified software impacting outside business partners, contractors, federal, state, and local agencies, and the general public is clear, accurate, and understandable. Provides support to the approximately 6,500 CAO staff regarding questions on procedure, identification of problems, and suggestions for improvement. Analyzes the issues presented, resolves problems immediately if possible, or refers the problem to technical staff for additional problem analysis and resolution. Provides telephone hotline support to allow field staff to escalate previously reported issues for expedited resolution. Provides materials, information, and support to Training and Operations staff to facilitate CAO staff training and preparation for using new systems. Coordinates between BIS, contractor staff, Training and Operations staff to provide proper systems environment for training. Monitors, evaluates, and analyzes newly implemented systems to resolve problems through consultation and coordination with the user community, BIS, and OIM staff. Participates in meetings with staff to provide post implementation consultation and support. Recommends modifications of procedures, screens, forms, and reports as needed. Validates software implementation into Production during weekend releases to ensure the application programming is implemented accurately. Provides program office approval during software implementation. Participates in ongoing maintenance on Intranet services. Works with Operations and BIS to help design the page presentation standards and implement the organization of the OIM Intranet to provide daily information to the CAO staff. Works with BIS to post new web pages and perform all functions necessary to maintain the OIM Intranet. Plans and organizes work assignments to ensure thoroughness and accuracy within established timeframes. Performs related work as required. |
