Position Purpose:

The Office of Mental Health and Substance Abuse Services (OMHSAS) is a Program Office within the Department of Human Services (DHS). OMHSAS Bureau of Policy, Planning, and Program Development is organized into three divisions, namely, the Division of Program Management and Planning, the Division of Program Development, and the Division of Behavioral Health Policy. The Bureau is responsible for a wide range of policy/regulatory functions that include planning, service and system design, program monitoring and consultation, and development and promotion of evidence-based practices. The Bureau works in collaboration with other state agencies, counties, federal agencies, and private agencies that provide services to individuals with behavioral health needs.

This position is in the Planning Section of the Bureau of Policy, Planning, and Program Development. Staff members in the Planning Section are responsible for a wide range of grant management functions and electronic training management responsibilities. Grant management responsibilities include researching upcoming grants, applying for grants, developing county funding opportunities, and managing ongoing grant responsibilities, including monitoring grantees through both on-site visits and virtual meetings. Electronic Training Management responsibilities include developing training topics, vetting subject matter experts, reviewing training materials, and creating trainings in training software.

Staff members in the Planning Section must be able to write fact-based, well-structured reports for grant officials, policymakers, government officials, and members of the public. Additionally, they must be able to track, analyze, and present data and generate qualitative and quantitative reports using appropriate software applications.

Description of Duties:

The individual in this position is one of the lead staff directing and coordinating the application, administration, and monitoring of various federal grants, including the Community Mental Health Services Block Grant (CMHSBG), and other funding initiatives. The planning section is also responsible for the management of the OMHSAS Electronic Learning Management System, MyOMHSAS. This individual’s work is self-directed, with supervision in a consultative manner. The individual independently represents OMHSAS, DHS, and the Commonwealth during statewide and national planning initiatives and works directly with federal agencies. The incumbent will work with OMHSAS bureaus and regional offices, other DHS program offices, peer advocates, senior staff at the county mental health/intellectual disabilities (MH/ID) offices, and other stakeholders in the planning, negotiation, allocation, and reporting of CMHSBG and other funding streams.

As one of the lead staff in the Planning Section, the incumbent will oversee or support many of the functions listed below. The Section Chief of Planning will assign specific responsibilities to each of the lead staff.

Grant Management:
• Reading and understanding requirements in Notices of Funding Opportunities (NOFOs)
• Drafting grant documents
• Managing multiple software applications such as Wizehive, WebBGAS, eRA Commons, etc.
• Supporting the state procurement process
• Monitoring ongoing grant reporting
• Coordinating reviews, grading proposals, and selecting awardees for grants
• Developing and implementing fiscal and data reporting for CMHSBG-related and other grant-funded programs at a minimum every quarter
• Coordinating with fiscal staff to ensure that all reporting is compatible with state and federal reporting requirements
• Coordinating with OMHSAS staff to ensure programmatic grant reporting is sufficient
• Conducting periodic on-site or virtual monitoring of OMHSAS-funded projects, including CMHSBG grantees
• Other related duties as assigned

Electronic Training Management:
• Selecting appropriate training topics relevant to the field
• Interviewing and selecting subject matter experts to develop training
• Reviewing and approving training drafts
• Developing training content
• Creating trainings in e-training software

Decision Making:

This position works in an independent professional manner communicating directly with federal authorities, county administrators, and key DHS/OMHSAS staff. Decisions are made with significant independence with concurrence by the supervisor.
