Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position, within the Division of Monitoring and Compliance plays an integral role in the administration of the Medical Assistance Transportation Programs (MATP) in Pennsylvania. The MATP is a state and federally funded program that provides trips to consumers of Medical Assistance (MA). Federal regulations require that the Department of Human Services (DHS), the agency charged with administering the program, ensures that transportation is available for consumers to and from nonemergency medical appointments and pharmacies. DHS carries out this mandate by providing nonemergency medical transportation to consumers of MA in all 67 counties of Pennsylvania. This position, in collaboration with MATP Grantees, advocacy groups, other DHS program offices, local government entities and other stakeholders, helps to ensure quality services to consumers as well as compliance and efficiency in the provision of services. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Responsibilities include, but are not limited to: •Monitoring of assigned MATP Administrators to ensure compliance with state and federal regulations, improvement in the quality of services provided, and effective use of funds. consumer •Conducting desk reviews of MATP Administrator’s policies and procedures, materials, Standards and Guidelines (S&G) adherence, subcontracts, community outreach, etc. •Assist in preparing, facilitating, and conducting Program Standards Reviews (PSR) and other reviews to ensure not only compliance, but to also determine strengths, vulnerabilities, and areas of improvement. These reviews include developing an agenda, determining information needing to be reviewed, developing monitoring questions, developing reports, and identifying action items. • Assisting in developing and conducting training programs and presentations on the MATP for other Commonwealth entities, stakeholders and consumers. •Preparing reports and presentations relative to the operations of the MATP Administrators and their subcontractors as needed. •Coordinating and conducting MATP Administrator Program Standards Review (PSR) to monitor MATP provider education/outreach efforts. •Effectively using all electronic databases and systems available for the MATP i.e. CIS, PROMISe, Medicaid Enterprise Monitoring Module (MEMM), SeGOV, SMART, SharePoint, and other applications and tools as they become available to support MAP monitoring capabilities. •Issuing and tracking remediation plans of MATP Administrators when necessary and monitoring those plans to ensure compliance. •Collecting and analyzing data from monthly, quarterly, and ad hoc reports, as well as other data sources, to monitor compliance and performance. •Providing information about the MATP to other Commonwealth offices, the Centers for Medicare and Medicaid Services (CMS), the Department’s Office of Legal Counsel, and the legislature. Also, gathering and providing information because of a Right To Know Law request. •Researching and resolving consumer and provider issues received either directly from consumers and providers, or from other agencies such as the County Assistance Offices, Office of Children Youth and Families, the Office of Legislative Affairs, the Department’s Communication Office, etc. •Gathering information and data from internal and external sources to develop formal responses and correspondence to inquiries from legislators, providers, community groups, stakeholders, advocates, and consumers. •Leading and participating on both internal and external workgroups to develop internal processes, operational reports, monitoring strategies and to assist other offices with implementing Department policies and procedures and Medical Assistance services. •Participating in MATP technological systems and applications special projects and workgroups, to include conducting testing of systems and applications. •Assisting in drafting of policy clarifications, Medical Assistance Bulletins and MATP Operations Memorandums as assigned. •Serving on Request for Proposals (RFPs) evaluation committees for The Department of Human Services or other Commonwealth Departments. •Acting as a liaison for BMCO as a designated expert in certain identified areas. This includes attending meetings; doing legislative and policy research; preparation of management reports, oral presentations, and briefings to other BMCO staff; developing and facilitating trainings; and providing input as needed. •Providing recommendations for changes to the program, as well as changes to the MATP S&G and other Department materials. •Assisting in conducting Readiness Reviews for existing or new MATP Administrators. •Maintaining files and records electronically in SharePoint or other storage locations identified. •Performing other related work as required. |

Most tasks and assignments are completed without direct supervision. Although work is reviewed for accuracy, clarity and completeness, the HSA is accountable for results. |
