Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Bureau of Quality Management and Data Review (BQMDR) in the Office of Mental Health and Substance Abuse Services (OMHSAS) uses proven methodologies and evidence-based practices to ensure adults and children with mental illness and/or substance use disorders, and their families receive high quality services from the Department of Human Services. The Business Intelligence Section Chief of the Division of Systems Management is a highly technical and complex management position which serves as the data management, reporting and analytics administrator for OMHSAS. This is professional and administrative work directing the organization, development, implementation, and evaluation of data reporting for the behavioral health Medicaid and community mental health programs. This includes reviewing, analyzing and evaluating program objectives and policies; planning, organizing, developing, implementing and managing program evaluation techniques for studies and analysis of the publicly funded behavioral health services. The incumbent acts and performs in a highly independent manner, with authority to make, on behalf of the Division Director, programmatic evaluations and changes in the reporting of the Division of Systems Management. Provides expertise and leadership for complex application development projects both internally and when there is agency-wide impact (i.e. data warehouse). The incumbent interfaces on a routine basis with all other OMHSAS Bureaus and other DHS offices engaged with information services operations and planning. Further, the incumbent frequently works with outside consulting groups, providers, public interest groups, federal government and legislative staff relative to mental health and substance abuse services program evaluations, analysis and reporting. The incumbent also supports OMHSAS by participating on various program, policy, financial and contract committees as a means providing guidance and technical assistance in the formulation of behavioral health capitation rates and managed care program policy within the Commonwealth. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. The incumbent: •Assists in the development and enhancement of Department of Human Services program reporting capabilities so that meaningful and quality data is collected to assist OMHSAS in reporting on services provided and assessing the outcomes of those services. •Identifies, collects, and analyzes data from the counties, managed care organizations and providers. •Provides oversight of the consumer and family perception of care surveys to determine the efficacy of the community-based, fee-for-service and managed care publicly funded behavioral health service system. •Participates in the OMHSAS managed care initiatives for behavioral health services across the Commonwealth and directs technical assistance to county programs for managed care readiness. •Participates in the review of proposals relative to information systems and program outcome measures for managed care expansion and readiness reviews at the county/MCO level for the implementation of a managed care program. •Participates in the design, implementation, and analysis of program evaluation studies that are designed to assess and monitor DHS/OMHSAS funded programs relative to new initiatives, HealthChoices, legal mandates, regulations, policy, standards and stated goals and objectives. The application of appropriate and rigorous social science research methodologies and evaluation designs will be applied to the description, assessment, analysis, and explanation of interrelationships among client needs, service utilization patterns, service delivery structures and processes, program output (productivity) and client outcomes. •Conducts the analysis and synthesis of data related to program developments and operations, budget and systems information, and relevant mental health research literature. •Oversees the development and implementation of data analysis and special studies and issues reports providing information on consumer characteristics, service utilization and outcomes. These analyses, studies and performance evaluation, at a minimum, will involve following: o County base funded services o CHIPPS o State Mental Hospitals o Eligibility/enrollment requirements o Fee-for-service o Managed care o Expenditure data accessed through a number of existing and emerging Commonwealth databases •Provides support and expert technical guidance to the Division Director on business intelligence management, including recommendations on new strategic initiatives for the Department, and monitoring the activities of the information systems and the status of on-going development projects. •Performs other related duties as required. |

Supervisory guidance and review are required for complex, sensitive, or changing priorities as needed; or when a procedure or policy could adversely affect the health and welfare of an individual or individuals receiving mental health and/or substance abuse services, or be inefficient or costly to the system. Work is reviewed for conformance with established criteria, standards and procedures set forth by the bureau, department, state and federal regulations and policies. Performance of the incumbent is evaluated through conferences and meetings, observation of the efficiency, economy and effectiveness of practices employed and results achieved, and the overall performance (project completeness and performance standards) in meeting stated work plans, goals and objectives. Supervision and direction is provided through individual meetings and written communications. Responsibilities with subordinated staff are directed and accomplished through assignment, review, and evaluation of work performance. Responsibilities also include employee development and training, employee performance evaluations, and scheduling work assignments. |
