Position Purpose:

This position is a Human Services Program Representative 1 and is responsible for providing technical assistance to the Adult Protective Services (APS) program contractor(s); serves as liaison between the APS contractor, Department program offices, county governments, local service coordination agencies, and other service providers to ensure timely enrollment of adults needing APS services; develops and maintains service resource contacts across the state at the local level; and helps minimize APS service funding expenditures by assisting the APS contractor to identify available services from established programs.

Description of Duties:

• Monitors APS contractor(s) investigative performance and provides appropriate feedback to ensure quality and consistency.
• Provides consultation and technical assistance to APS contractor(s), with emphasis on assisting the agencies to establish appropriate and lasting service connections for consumers with complex and difficult needs.
• Processes requests from the APS contractor(s) as identified and required in the contract in a timely manner.
• Liaison between DHS program offices and the APS contractor on matters related to available services, eligibility requirements, and application processes.
• Establishes and maintains cooperative working relationships with DHS regional offices, county service coordination agencies, and local service providers to effect timely provision of needed services for APS clients.
• Troubleshoots complex APS cases and identifies available service resources to meet the needs for clients with multiple barriers to service.
• Assists APS contractor with identifying existing service programs to help keep APS program spending within budgetary limits.
• Convenes meetings between Department program offices, county staff, and APS contract staff.
• Responsible for one of three areas invoicing, policy/procedure, or training as directed
• Serve as back up for areas of invoicing, policy/procedure, and/or training
• Assist when needed with the APS Questions email account
• Participate in contract agency reviews and evaluations.
• Receives and records reports of alleged abuse and neglect of adults with disabilities between the ages of 18 and 59 in accordance with the mandatory reporting requirements of the Adult Protective Services Act, as needed.
• Applies federal and state rules, regulations, statutes, and policy.
• Responds to and investigates complaints about contractor services.
• Provides training to contractors, county agencies, administrative entities, facilities, and Department program staff regarding the APS program, as needed.
• Research and drafts APS program policy and procedure.
• Assists in the development and/or modification to the database utilized to document APS investigations.
• Maintains regular communication with Supervisor on complex, media, and high-profile cases.
• Performs other duties as assigned.
