Position Purpose:

This is a management level, supervisory position within the Division of Operations and Communications, Bureau of Policy, Analysis and Planning, Office of Medical Assistance Programs (OMAP), Department of Human Services. This position is eligible for a part-time telework option.

The incumbent has the primary responsibility for administration and supervision over aspects of planning, analysis, policy, reporting and program management related to general provisions for the Medical Assistance (MA) Program, which may include general service coverage, provider participation requirements, MA cost sharing, and general payment policies, and facilitation of the Medical Assistance Advisory Committee (MAAC), Consumer Subcommittee, and Technology Assessment Group (TAG) meeting.

This position involves independent judgment and significant initiative as it requires developing and recommending policy positions, operational procedures, and automated systems applications. Other primary responsibilities include planning, organizing, directing and controlling the development, implementation and maintenance of policies.

Work involves extensive coordination of policy and program requirements with federal officials, MCOs, providers, clients, advocates, other program managers and staff, both within and outside of OMAP. Work includes directing the analysis of current and proposed federal and state legislation and regulations and evaluating the impact to OMAP; determining the need for automated data systems support; initiating the appropriate action, and working directly with other OMAP staff in developing, designing, and implementing enhancements; conferring with providers, MCOs, clients, and advocates when developing and implementing policy; researching, developing and implementing program policies, regulations and procedures which comply with federal and state mandates, program goals and initiatives.
Specific duties and responsibilities include:
Supervise the day-to-day operations of the unit; establish objectives to be achieved by staff; prioritize and assign tasks with available resources; provide leadership; control for accurate and timely completion of tasks; provide and ensure completion of personnel training; evaluate the job performance of subordinates.
Supervise and direct the management of the MAAC, Consumer Subcommittee, and TAG meetings including all administrative aspects related to the public meetings.
Supervise the review, interpretation, and analysis of proposed and implemented Federal and State legislation and regulations and court decisions that may impact the MA Program to determine the Department’s position and/or the necessity for revising Departmental policy and compliance.
Respond directly to, or supervise the preparation of responses for, the Secretary of Human Services, Deputy Secretary, Bureau Director, Division Director, and/or Section Chief; respond to telephone inquiries and written requests regarding program policy or interpretation; respond to complaints or inquiries received from providers, MCOs, clients, advocates, legislators, legal service organization, and other program managers.
Supervise, or assist in, the preparation of reports, background papers, budget narratives, and survey responses regarding the MA Program, as well as comment on the impact of the program and legislative initiatives on the MA Program.

Supervise the development, submission and monitoring of the PA 67 Medicaid managed care waiver, including the HealthChoices, and selective contracting program components.
Supervise the policy review of managed care enrollee handbooks, notices, and other managed care provider and enrollee materials, in coordination with other OMAP staff.
Recommend development and revision of program goals, objectives, policies, regulations, and standards in order to ensure that MA Program policy is administered accurately, effectively, and efficiently and that those services meet service needs.

Participate in research and advisory groups which include representatives of private and public interest groups and inter- and intra- departmental staff to provide oversight, recommendations and advice on general MA Program and managed care policy. Provides information and direction by serving on special committees and workgroups in order to formulate future directions and to represent the interests of OMAP and clients served.
Testify at provider hearings, trials and other administrative proceedings as an expert witness by explaining the development and interpretation of policies and regulations in order to represent the Department’s position.

Perform other supervisory-related duties and special projects as assigned.

This position requires a great deal of independence and judgement to perform tasks, and the employee is the “subject matter expert” on the projects assigned, which includes overseeing the review, research and interpretation of Federal and State laws, regulations, and guidelines. The individual in this position is responsible for making decisions to ensure efficient and effective day-to-day operations and works independently, obtaining supervisory guidance on the most complex, sensitive or precedent setting issues. The individual in this position consults with the supervisor on any issue dealing with policy decisions that deviates from the normal processes/procedures, works independently within assigned program areas and manages priorities and workload to meet established goals. Although performance of duties and responsibilities is governed by established policies, procedures and regulations, the individual will exercise considerable independence, initiative and judgment in their application. The individual in this position discusses technical and problem areas with the supervisor; however, day-to-day operations are the individual’s responsibility. The individual in this position is required to independently prioritize work daily to ensure deadlines are met. Work may be unpredictable at times, requires the individual in this position to change priorities as needed. When problems with meeting deadlines or conflicting priorities occur, the individual in this position seeks advice from the supervisor. The individual in this position is expected to use independent judgment to solve day-to-day problems or issues that arise, and to meet the established responsibilities of the position. Because this individual’s work impacts, reinforces or sets the Department’s Office of Medical Assistance policy or regulations, draft documents/recommendations are completed and forwarded to the Section Chief, Division Director, and/or Bureau Director for review and approval.

In response to assignments, the individual in this position works independently to analyze the assignment, research the issue, and prepare response for the supervisor’s approval. Responses are based upon history, findings, and future directions of the Office of Medical Assistance Programs in accordance with agency policy, procedures, goals, and objectives.
